Analyses changing patterns of international military cooperation and assistance and shows that Western defence diplomacy is increasingly being directed towards new goals. The new defence diplomacy runs alongside the old and there are tensions between the two, in particular between the new goal of promoting democracy and the old imperative of supporting authoritarian allies.
This book analyzes examples of strategic engagement in order to identify the factors which contribute to the success or failure of defence diplomacy in preventing interstate conflict. For more than a century, nations have engaged in defence diplomacy to cultivate mutual understanding and mitigate conflict. A subset of defence diplomacy is strategic engagement, defined as peacetime defence diplomacy between nations that are actual or potential adversaries. This book analyzes three cases of strategic engagement in order to elucidate the factors which contribute to the success or failure of this diplomacy in preventing conflict. It uses an inductive framework to compare strategic engagement in the following cases: Anglo– German defence diplomacy prior to World War I; U.S.–Soviet defence diplomacy during the Cold War; and post-Cold War U.S.–China defence diplomacy. Based upon archival, literature, and personal interview research, the book argues that defence diplomacy can mitigate the risk of interstate conflict between potential adversaries. The lessons learned from this book can be employed to discern the significant elements conducive to achieving a successful outcome of strategic engagement and averting conflict or even war. This book will be of much interest to students of defence studies, diplomacy studies, foreign policy and international relations.

The 48 Group Club a China friendly group of former UK ambassadors and Prime Ministers were embarrassed by their connections to a Club founded by key members of the Chinese Communist Party of Britain who's chair Stephen Perry suggested that China's approach to world order and rule was superior to democracy and the UK should embrace them. Asked if he believed the lawsuit was an effort by the Chinese government to stop the publication of his book, Mr. Hamilton said: “I have no evidence of that, although it should be noted that the Chinese government has used lawfare in the past.” Lawfare is the use of legal action as part of a campaign against a target. Governments around the world are in the early stages of a repositioning of power, as China rises and the United States is drawn into direct competition. However, some are beginning to wonder whether, for all of the economic benefits, engaging with China carries unseen dangers. The Chinese Communist Party is now determined to reshape the world in its image. The party is not interested in democracy. It divides the world into those who can be won over and enemies. They have already lured many leaders to their corner; others are weighing up a devil's bargain. Through its exercise of ‘sharp power,’ the party is weakening global institutions, aggressively targeting individual corporations, and threatening freedom of expression from the arts to academia. At the same time, security services are increasingly worried about incursions into our communications infrastructure. Indeed, the vaunted Great Firewall is a temporary measure, only necessary until the party has transformed the global conversation. In December 2019, the CCP's obsession with social control led it to suppress expert warnings about the coronavirus outbreak in Wuhan. Most alarming for the West was the active collaboration of the WHO in spreading the CCP's version of events. It was a shocking example of the widespread co-optation of global institutions by the CCP, as described in Hidden Hand. As soon as Beijing thought it had the virus under control, it began a global propaganda blitz, presenting China's authoritarian system as a model for the rest of the world. Western media and pundits soon began echoing the Party line. Hidden Hand is a detailed and devastating expose of Chinese Communist Party influence in the West, including Canada. Latin America has experienced a profound transformation in the first two decades of the 21st century: it has been fully incorporated into the global economy, while excluding regions and populations devalued by the logic of capitalism. Technological modernization has gone hand-in-hand with the reshaping of old identities and the emergence of new ones. The transformation of Latin America has been shaped by social movements and political conflicts. The neoliberal model that dominated the first stage of the transformation induced widespread inequality and poverty, and triggered social explosions that led to its own collapse. A new model, neo-developmentalism, emerged from these crises as national populist movements were elected to government in several countries. The more the state intervened in the economy, the more it became vulnerable to corruption, until the rampant criminal economy came to penetrate state institutions. Upper middle classes defending their privileges and citizens indignant because of corruption of the political elites revolted against the new regimes, undermining the model of neo-developmentalism. In the midst of political disaffection and public despair, new social movements, women, youth, indigenous people, workers, peasants, opened up avenues of hope against the background of darkness invading the continent. This book, written by two leading scholars of Latin America, provides a comprehensive and up-do-date account of the new Latin America that is in the process of taking shape today. It will be an indispensable text for students and scholars in Latin American Studies, sociology, politics and media and communication studies, and anyone interested in Latin America today.
The international profile of the People's Liberation Army (PLA) has grown significantly over the last half decade, with a notable increase in the frequency and complexity of its activities with partners abroad. As the Chinese military participates in multilateral meetings and engages foreign militaries around the world, it is strengthening diplomatic relations, building the People's Republic of China's (PRC's) soft power, and learning how to deploy and support military forces for longer periods. Several aspects of the PLA's military diplomacy remain relatively understudied. What are the PLA's objectives in conducting military diplomacy? Which partners does the PLA interact with most? What trends are evident in the pace and type of activities the PLA carries out? Which aspects of PLA military diplomacy should concern U.S. policymakers, and which present opportunities? This paper employs a variety of sources to analyze overall trends in the PLA's military diplomacy from approximately 2003 to the end of 2016, and it compares trends during the Hu Jintao era to trends since Xi Jinping became chairman of the Central Military Commission (CMC) in November 2012.
A provocative approach to evaluating civil-military relations. Dale R. Herspring considers the factors that allow some civilian and military organizations to operate more productively in a political context than others, bringing into comparative study for the first time the military organizations of the U.S., Russia, Germany, and Canada. Refuting the work of scholars such as Samuel P. Huntington and Michael C. Desch, Civil-Military Relations and Shared Responsibility approaches civil-military relations from a new angle, military culture, arguing that the optimal form of civil-military relations is one of shared responsibility between the two groups. Herspring outlines eight factors that contribute to conditions that promote and support shared responsibility among civilian officials and the military, including such prerequisites as civilian leaders not interfering in the military's promotion process and civilian respect for military symbols and traditions. He uses these indicators in his comparative treatment of the U.S., Russian, German, and Canadian militaries. Civilian authorities are always in charge and the decision on how to treat the military is a civilian decision. However, Herspring argues, failure by civilians to respect military culture will antagonize senior military officials, who will feel less free to express their views, thus depriving senior civilian officials, most of whom have no military experience, of the expert advice of those most capable of assessing the far-reaching forms of violence. This issue of civilian respect for military culture and operations plays out in Herspring's country case studies. Scholars of civil-military relations will find much to debate in Herspring's framework, while students of civil-military and defense policy will appreciate Herspring's brief historical tour of each countries' post–World War II political and policy landscapes.
Diplomacy means different things to different people, the definitions ranging from the elegant ("the management of relations between independent states by the process of negotiations") to the jocular ("the art of saying 'nice doggie' until you can find a rock"). Written by Joseph M. Siracusa, an internationally recognized expert, this lively volume introduces the subject of diplomacy from a historical perspective, providing examples from significant historical phases and episodes to illustrate the art of diplomacy in action, highlighting the milestones in its evolution. The book shows that, like war, diplomacy has been around a very long time, at least since the Bronze Age. It was primitive by today's standards, there were few rules, but it was a recognizable form of diplomacy. Since then, diplomacy has evolved greatly, to the extent that the major events of modern international diplomacy have dramatically shaped the world in which we live. Indeed, the case studies chosen here demonstrate that diplomacy was and remains a key element of statecraft, and that without skilful diplomacy political success may remain elusive.

This book is an examination of the effect of contemporary wars (such as the 'War on Terror') on civil life at a global level. Contemporary literature on war is mainly devoted to recent changes in the theory and practice of warfare, particular those in which terrorists or insurgents are involved (for example, the 'revolution in military affairs', 'small wars', and so on). On the other hand, today's research on security is focused, among other themes, on the effects of the war on terrorism, and on civil liberties and social control. This volume connects these two fields of research, showing how 'war' and 'security' tend to exchange targets and forms of action as well as personnel (for instance, the spreading use of private contractors in wars and of military experts in the 'struggle for security') in modern society. This shows how, contrary to Clausewitz's belief war should be conceived of as a "continuation of politics by other means", the opposite statement is also true: that politics, insofar as it concerns security, can be defined as the 'continuation of war by other means'. This book will be of much interest to students of critical security studies, war and conflict studies, terrorism studies, sociology and IR in general.
