The Introduction describes the Broad Agency Announcement (BAA), the mechanism AFOSR uses to solicit research proposals. It also provides an overview of the general approach used to submit proposals. AFOSR's foreign research offices, in London (the European Office of Aerospace Research and Development-EOARD) and Tokyo (the Asian Office of Aerospace Research and Development-AOARD) also employ this BAA. EQARD and AOARD manage programs that provide access to international research and research organizations of interest to the Air Force and other DoD organizations. In fiscal year 1996, EOARD and AOARD awarded III contract and grants totaling $3 .5M to research universities and institutions from African, Asian, European, Middle Eastern, and Pacific Rim countries. In 2015, the Air Force Studies Board conducted a workshop, consisting of two data-gathering sessions, to review current research practices employed by the Air Force Office of Scientific Research (AFOSR). Improving the Air Force Scientific Discovery Mission summarizes the presentations and discussions of these two sessions.
