The Handbook of Political Representation in Liberal Democracies offers a state-of-the-art assessment of the functioning of political representation in liberal democracies. In 34 chapters the world's leading scholars on the various aspects of political representation address eight broad themes: The concept and theories of political representation, its history and the main requisites for its development; elite orientations and behavior; descriptive representation; party government and representation; non-electoral forms of political participation and how they relate to political representation; the challenges to representative democracy originating from the growing importance of non-majoritarian institutions and social media; the rise of populism and its consequences for the functioning of representative democracy; the challenge caused by economic and political globlization: what does it mean for the functioning of political representation at the national leval and is it possible to develop institutions of representative democracy at a level above the state that meet the normative criteria of representative democracy and are supported by the people? The various chapters offer a comprehensive review of the literature on the various aspects of political representation. The main organizing principle of the Handbook is the chain of political representation, the chain connecting the interests and policy preferences of the people to public policy via political parties, parliament, and government. Most of the chapters assessing the functioning of the chain of political representation and its various links are based on original comparative political research. Comparative research on political representation and its various subfields has developed dramatically over the last decades so that even ten years ago a Handbook like this would have looked totally different.
While economic inequality has risen in every affluent democracy in North America and Western Europe, the last three decades have also been characterized by falling or stagnating levels of state-led economic redistribution. Why have democratically accountable governments not done more to distribute top-income shares to citizens with low- and middle-income? Unequal Democracies offers answers to this question, bringing together contributions that focus on voters and their demands for redistribution with contributions on elites and unequal representation that is biased against less-affluent citizens. While large and growing bodies of research have developed around each of these perspectives, this volume brings them into rare dialogue. Chapters also incorporate analyses that center exclusively on the United States and those that examine a broader set of advanced democracies to explore the uniqueness of the American case and its contribution to comparative perspectives. Benjamin Constant (1767-1830) was born in Switzerland and became one of France's leading writers, as well as a journalist, philosopher, and politician. His colourful life included a formative stay at the University of Edinburgh; service at the court of Brunswick, Germany; election to the French Tribunate; and initial opposition and subsequent support for Napoleon, even the drafting of a constitution for the Hundred Days. Constant wrote many books, essays, and pamphlets. His deepest conviction was that reform is hugely superior to revolution, both morally and politically. While Constant's fluid, dynamic style and lofty eloquence do not always make for easy reading, his text forms a coherent whole, and in his translation Dennis O'Keeffe has focused on retaining the 'general elegance and subtle rhetoric' of the original. Sir Isaiah Berlin called Constant 'the most eloquent of all defenders of freedom and privacy' and believed to him we owe the notion of 'negative liberty', that is, what Biancamaria Fontana describes as "the protection of individual experience and choices from external interferences and constraints." To Constant it was relatively unimportant whether liberty was ultimately grounded in religion or metaphysics -- what mattered were the practical guarantees of practical freedom -- "autonomy in all those aspects of life that could cause no harm to others or to society as a whole." This translation is based on Etienne Hofmann's critical edition of Principes de politique (1980), complete with Constant's additions to the original work.

In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. Beyond Presidentialism and Parliamentarism defends this thesis and explores 'semi-parliamentary government' as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia as semi-parliamentary systems. Using data from 23 countries and six Australian states, it maps how parliamentary and semi-parliamentary systems balance competing visions of democracy; it analyzes patterns of electoral and party systems, cabinet formation, legislative coalition-building, and constitutional reforms; systematically compares the semi-parliamentary and presidential separation of powers; and develops new and innovative semi-parliamentary designs, some of which do not require two separate chambers.
How does coalition governance shape voters' perceptions of government parties and how does this, in turn, influence party behaviors? Analyzing cross-national panel surveys, election results, experiments, legislative amendments, media reports, and parliamentary speeches, Fortunato finds that coalition compromise can damage parties' reputations for competence as well as their policy brands in the eyes of voters. This incentivizes cabinet partners to take stands against one another throughout the legislative process in order to protect themselves from potential electoral losses. The Cycle of Coalition has broad implications for our understanding of electoral outcomes, partisan choices in campaigns, government formation, and the policy-making process, voters' behaviors at the ballot box, and the overall effectiveness of governance.
. Renewal of Life by Transmission. The most notable distinction between living and inanimate things is that the former maintain themselves by renewal. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
This book analyses the Spanish parliamentary elites in a comparative perspective within southern Europe. What has been the impact of the Great Recession on the configuration of parliaments and the diversity of legislators? Have new parties delivered better representation of citizens in terms of demographics (gender, age, social class), ideology or political attitudes and beliefs? This original research is based on a 2018 survey on members of two national chambers and 17 regional parliaments. Comparing these data with those of a simultaneous survey carried out on Spanish citizens and with data from previous research a decade ago, the book examines the changes that have occurred in representation during the course of the Great Recession and provides evidence of the growing distance between citizens and parliamentary elites. Additionally, using data from the Comparative Candidates Survey, the book compares the ideological congruence between citizens and their representatives in Spain, Portugal, Italy and Greece.
