In addition to the regular meetings of the Commission, a large part of the detail work has been done through committees. In fact, the original draft of both the county assessor and tax commission bills, which were finally united into one measure, was written by committees appointed by the President of the Commission. The revenue bill, however, incuding all other reports prepared by committees has been carefully considered by the full membership of the Commission in its regular sessions. During the numerous meetings of the Commission, three dis tinct things have been kept in mind: first, the importance of com ing into close touch with the taxpayers in order to ascertain what changes are most desired, and would, therefore, be most likely to meet with the approval of the General Assembly; second, the necessity of making a careful investigation of the tax laws of Iowa and of other states; and third, the work of drafting a revenue bill or bills to put in operation desirable and necessary reforms.
