2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. The current strategic environment and threat pose an immense challenge for outnumbered Air and Missile Defense forces. Over the last 15 years, the US ballistic missile defense system (US BMDS) has developed into a cornerstone of US alliance policies in the Asia-Pacific. However, given the long-term budgetary horizon and fiscal constraints resulting from sequestration, the Department of Defense was tasked to conduct a comprehensive review of US missile defense programs and capabilities, in an effort to develop a more cost-effective and sustainable ballistic missile defense strategy. This study aims to contribute to the DoD's review with particular focus on the challenges, opportunities, and recommendations for the Asia-Pacific theater. In specific the study is geared to answer four distinct questions: (1) What are the strategic and tactical objectives of the US BMDS in the Asia-Pacific? (2) How does BMDS fit into the Integrated Air and Missile Defense (IAMD) 2020 vision? (3) What role can regional US allies play in the context of IAMD? (4) How will IAMD influence the strategic balance in the Asia-Pacific? The study is organized into three chapters, each with its own policy recommendations. Chapter one sets the overall context for ballistic missile defense (BMD) in the Asia-Pacific by synthesizing the BMD capabilities of Japan, South Korea, Taiwan, and Australia, with a specific focus on the tactical objectives of forward-based US BMD elements. Chapter two assesses the strategic goals of the US BMDS in the Asia-Pacific, in relation to: (1) alliance reassurance, (2) strategic and regional stability, (3) deterrence, and (4) left- and right-of-launch missile defense options. Chapter three shifts to the concept of IAMD by focusing on defensive counter-air operations that are not part of the BMD threat portfolio, such as cruise missile defense (CMD), counter-unmanned aerial systems (CUAS), and counter-rockets, artillery, and mortar (C-RAM). The study concludes with final thoughts and summarizes answers to the four overarching questions.

"In the years following 9/11, the U.S. military has predominantly fought low-tech adversaries. In these conflicts, aerial threats to U.S. assets and forces have been rudimentary. To maximize efficiency for the counterinsurgency mission, the U.S. military has had to deprioritize air defense units' personnel, training and equipment, allowing air defense capabilities to atrophy. Meanwhile, America's rivals have been pursuing capabilities that threaten to deny U.S. forces the ability to deploy and maneuver. The U.S. Army aims to overcome this through the concept of multi-domain operations (MDO). Guided by the 2018 National Defense Strategy, the Army intends to field an MDO-ready force by 2028. To support MDO through force protection, the Army must grow, reorganize, modernize and integrate its air and missile defense (AMD) in close coordination with the other services. The Army can lead the joint force in developing new AMD doctrine, training, technology and force structure. If properly funded, integrated air and missile defense (IAMD) can enable rapid ground force deployment from the United States and employment into the theater to defend against an array of aerial threats. U.S. air and missile defense efforts have long been characterized by a striking dichotomy. Defenses for the homeland have largely focused on long-range ballistic threats, while cruise missile defense and other air defense efforts have focused on regional and force protection applications to the exclusion of the homeland. This compartmentalization assumes that battles in one place will only consist of certain parts of the threat spectrum, and battles elsewhere will consist only of others. That lingering dichotomy creates a vulnerability that near-peer adversaries now seek to exploit. In a sense, the homeland-regional dichotomy ignores the fact that North America is a region, too. As with any other region, attacks on assets in North America could be designed to shape the political and military calculus of U.S. policymakers. This report explores the strategic significance of air and missile defense for the homeland, considers principles informing defense design, and develops and costs an architecture based on those principles.
