Lock and Dam 3 is located on the Red River, in a cutoff channel between 1967 river miles 140 and 142, and about 53 channel miles above John H. Overton Lock and Dam. The lock and dam will be the third lock in a series of five locks and dams designed to furnish the required maximum lift of 141 ft to provide year-round navigation on the Old and Red River Waterway from the Mississippi River to Shreveport, LA, a distance of 236 miles. The principal structures are an 84-ft-wide by 685-ft-long lock, a spillway containing six 60-ft-wide by 42-ft-high tainter gates, and a 315-ft-long fixed-crest weir adjacent to the gated spillway. The dam provides a navigation pool that extends upstream to Lock and Dam 4. The dam is operated to maintain a navigation pool of el 95.0 at the dam (all elevations (el) cited herein are in feet referred to the National Geodetic Vertical Datum). A fixed-bed model reproduced about 3.5 miles of the Red River and adjacent overbank from about 13,500 ft upstream to about 4,800 ft downstream of the dam to an undistorted scale of 1:100. Since Lock and Dam 3 was to be constructed in an excavated channel bypassing the natural river channel, it was important that the alignment of the channel and the arrangement of the lock and dam be satisfactory for navigation. The model investigation was concerned with evaluation of navigation conditions for proposed lock designs and development of modifications required to ensure satisfactory navigation conditions. The study identified any needed modifications to the navigation channel alignment, guard wall lengths, or remedial structures. Results of the investigation revealed that a system of structures was required to eliminate adverse current patterns and establish satisfactory navigation conditions for tows entering and leaving the upper lock approach.

A two-dimensional numerical model, TABS-2, was used to predict fine sediment deposition in the lock approach channels upstream and downstream from Lock and Dam No. 3 on the Red River Waterway, Louisiana. The numerical model was used to evaluate the effects of various design changes on fine sediment deposition. These included the cross-section shape in the upstream lock approach channel, the distance between the lock wall and the first spillway gate, the number of openings in the ported guard wall, and location of a berm in the upstream channel.

Since Lock and Dam 3 was constructed in an excavated channel bypassing a short bend, the problems were expected to be unusual especially as there were no existing flow conditions to use as a guide. Therefore, a hydraulic model study, with provisions for movable-bed operations, was necessary to determine the alignment of the channel and the arrangement of the lock and dam most satisfactory for both navigation and sediment movement. The purposes of the model study were the following: (a) To determine the adequacy of the channel alignment and the arrangement of the lock and dam. (b) To study tendency for scour and fill in the approaches to the lock and dam and determine training structures that would improve navigation conditions and minimize dredging requirements and scour problems.

A movable-bed physical model was used to investigate and solve potential channel development and maintenance problems associated with Lock and Dam No. 4 on the Red River in Louisiana. The model reproduced the Red River from 1967 river mile 213.1 to 204.7 using a distorted scale of 1:120 horizontally and 1:80 vertically. The model was adjusted to reproduce prototype conditions before the inclusion of the proposed project. The upstream approach to Lock and Dam No. 4 will include a short-radius man-made cutoff through the neck of the existing bend, shortening the length of the existing bendway by approximately 1 mile. The lock and dam will also be located in an excavated channel, cutting off about 3 miles of an existing bendway. Procedures were developed to properly model channel modifications that significantly shorten the channel length. Various configurations of dikes and berms were evaluated to determine the optimum configuration for maintaining a satisfactory navigation channel.
