The new results on the neutrino oscillations belong to the highlights of the particle and nuclear physics in the last few years. We tried to include these new developments in the present edition. Furthermore, we included a new section on the double beta decay. Of special interest is the possible neutrino less double beta decay. Its existence would require a non-trivial extension of the standard model of elementary particles. We have much appreciated the discussion and support of Gerry Garvey (Los Alamos) during the preparation of the revised version of the chapter on neu trino oscillations and the new chapter on double beta decay. This book describes recent theoretical and experimental developments in the study of static and dynamic properties of atomic nuclei, many-body systems of strongly interacting neutrons and protons. The theoretical approach is based on the concept of the mean field, describing the motion of a nucleon in terms of a self-consistent single-particle potential well which approximates the interactions of a nucleon with all the other nucleons. The theoretical approaches also go beyond the mean-field approximation by including the effects of two-body collisions.The self-consistent mean-field approximation is derived using the effective nucleon-nucleon Skyrme-type interaction. The many-body problem is described next in terms of the Wigner phase space of the one-body density, which provides a basis for semi-classical approximations and leads to kinetic equations. Results of static properties of nuclei and properties associated with small amplitude dynamics are also presented. Relaxation processes, due to nucleon-nucleon collisions, are discussed next, followed by instability and large amplitude motion of excited nuclei. Lastly, the book ends with the dynamics of hot nuclei. The concepts and methods developed in this book can be used for describing properties of other many-body systems.

An International Conference on the "Statistical Properties of Nuclei" was held from August 23 to August 27, 1971, at the State University of New York at Albany campus. The purpose of the conference was to review the current status of the experimental and theoretical aspects of resonance reaction theories, statistics of resonance parameters such as level spacings, neutron, fission, radiative and reaction widths, level densities, fluctuations in cross sections, strength functions and its relation to the optical model, intermediate structure in particle and photon induced reactions, and statistical aspects of the decay of the compound nucleus. The conference was held under the auspices of the Inter national Union of Pure and Applied Physics. The organization of the conference was greatly facilitated by the financial support received from the International Union of Pure and Applied Physics, The National Science Foundation and the U.S. Atomic Energy Commission and the generous use of the physical facilities and other audio-visual services provided by the State University of New York.
