Excerpt from Progressive Democracy The best evidence of the power of progressivism is the effect which its advent has had upon the prestige and the fortunes of political leaders of both parties. For the first time attractions and repulsions born of the progressive idea, are determining lines of political association. Until recently a man who wished actively and effectively to par ticipate in political life had to be either a Democrat or a Republican; but now, although Republicanism and De mocracy are still powerful political forces, the standing of a politician is determined quite as much by his relation to the progressive movement. The line of cleavage between progressives and non-progressives is fully as important as that between Democrats and Republicans. Political leaders, who have deserved well of their own party but who have offended the progressives, are retiring or are being retired from public life. Precisely what the outcome will be, no one can predict with any confidence; but one result seems tolerably certain. If the classification of the great majority of American voters into Democrats and Repub licans is to endure, the significance of both Democracy and Republicanism is bound to be profoundly modified by the new loyalties and the new enmities created by the aggres sive progressive intruder. Excerpt from The Birth of the New Party or Progressive Democracy It has been said that misgovernment in the United States is an incident in the history of commerce. But this is true, not only in the United States but of all government. It is inevitable that after every period of material prosperity there should be a period of accounting and recapitulation in which the people are forced to recover those rights that in the time of general jubilation have been purloined from them. It is no jest that in the times of excitement, certain brainy and unscrupulous men will find themselves in the position of the nimble gentleman who boasted that he would take all the prizes at the county fair. He did; but fortunately the policeman made him put them all back before he got outside the gate. At the beginning of the Victorian Age there was an Attorney General of England, afterwards Lord Chief Justice Campbell, who rose at a public banquet in Edinburgh and with his comfortable dinner warming his imagination, his face beaming in response to the flattering reception, declared that the Chartist movement had passed entirely away. Lord Campbell was the Wickersham of his day. The fatuous blunderer of our own day was no further away from the truth in his Chicago speech than was Lord Campbell in his Edinburgh effort. Within ten days the war for what was called the People's Charter was at its height - and it lasted for ten years. Excerpt from Progressive Democracy No matter whether they do or do not approve of what is going on, candid commentators on American politics will presumably agree that the political development of the country has recently entered upon a novel and critical phase. Until 1912 the group of political and economic traditions and ideas which came to a head during and immediately after the Civil War, and which was associated with the Republican party, continued on the whole to prevail. Since 1912 another group of political and economic ideas and methods has clearly become of preponderant importance. No doubt, previous to 1912 the prestige of the traditional system had been steadily waning. The opposition to it had for a number of years been rapidly becoming bolder and more radical. No doubt also this traditional system has not been as completely superseded as its enemies sometimes fondly imagine. Its roots lie deeper than is often suspected and they are more intimately entangled with that which is permanently valuable in the American tradition. Still, while fully admitting that the transition may not be as abrupt as it seems, we have apparently been witnessing during the past year or two the end of one epoch and the beginning of another. The Progressive Democracy of James M. Cox by Charles E. Morris CHAPTER I THE NEED FOR A DOER There come times in the affairs of men which call for "not a forgetful hearer, but a doer of the work." Such a time is at hand. A great war, the most devastating in history, has been concluded. Its moral lesson has been taught by its master minds and learned in penitence, we may hope, by the erring and wrongly willful. But the fruits of victory are ungathered and the beneficence of peace is not yet attained. The call arises for a "doer of the work." Two great political parties in the United States, both with splendid accomplishments behind them and both with grave mistakes as well, have attempted to respond to this call, and America, whose proudest boast is that it has always found a man for every great occasion, chooses between them. It is a solemn and serious hour. For it has been America's special fortune that its great teachers and leaders and doers have been found at just the proper time. This knowledge of the certain right decision of our country is, we might almost say, a part of its very fiber abiding with the persistency of a fixed idea, a part of the heritage of the nation, scarcely needing to be taught in the schools, obvious even to the casual student from an alien land. For our historical records glow with the stories of the appearance of the man; and the thought of a friendly destiny seems not easy to banish. Time has given so often either the inspired teacher of the word or the doer of the work that there is more than a faith and a hope, nay almost a conviction, that it cannot fail now when the agonized appeal of the world beckons America to complete her high mission to humanity upon which she embarked when she threw her power and might on the scales in war. We are delighted to publish this classic book as part of our extensive Classic Library collection.
