The papers contained in this volume were among those presented at ECSSR's Third Annual Energy Conference, entitled "Privatization and Deregulation in the Gulf Energy Sector," held in Abu Dhabi, October 25-26, 1997. This conference united leading practitioners and scholars in an effort to explore the important micro and macro issues related to the privatization and deregulation of energy sector. Topics related to oil production and refining, gas and electricity production, and their transmission and distribution were discussed. This volume assesses the arguments for and against deregulation of the energy sector and highlights the political, legal, institutional, and resource requirements for successful implementation of a privatization program, drawing on international experience. Indeed, privatization is spreading globally after its small and uncertain beginnings in Britain in the early 1980s. Today, states of the Gulf Co-Operation Council (GCC) are actively examining the possibility of privatizing a number of key industries and infrastructure projects. The ideal route to prosperous and effective privatization programs is for the GCC states to learn from the mistakes of other countries in this field, while emulating the success stories.

In the Middle East and North Africa (MENA) countries price subsidies are common, especially on food and fuels. However, these are neither well targeted nor cost effective as a social protection tool, often benefiting mainly the better off instead of the poor and vulnerable. This paper explores the challenges of replacing generalized price subsidies with more equitable social safety net instruments, including the short-term inflationary effects, and describes the features of successful subsidy reforms.

The second edition of the Historical Dictionary of the Gulf Arab States comes at a time when the world's attention is riveted on the Middle East. The small states covered in this volume_Bahrain, Kuwait, Oman, Qatar, and the United Arab Emirates (UAE)_possess about 20 percent of the world's total oil reserves. Beyond the strategic and economic importance conferred upon them by their vast oil reserves, the Gulf Arab states are worthy of attention for the inherent interest of their history and culture. No area of the world has yielded more revealing and exciting archaeological finds in the past few decades than these states. Investigations have brought to light extensive evidence of an important culture as old as Egypt of the Pharaohs or ancient Babylon, which was virtually unknown previously except through rare references in the records of other civilizations. This expanded second edition covers the history of the five countries through a chronology broken down by country, a list of acronyms and abbreviations, an introductory essay, a bibliography, and several hundred cross-referenced dictionary entries on important persons, places, and events of each country. Everything from the Abbasids to Zubarah is covered in this essential reference on this increasingly important region of the world.

This book examines broad questions of industrial change in order to explain developments in the oil industry. In contrast to most other work on this industry, firms are considered to be the dependent variables rather than the future production and demand for oil and gas. An analysis of the industry is made by examining how corporations change their operating environments and are themselves changed by their environments. Particular attention is paid to 'mega-mergers' and to industrial downsizing and outsourcing. The significance of such restructuring for the societies the companies serve is also considered and comprehensive use is made of recent theories of the firm. It shows how such theories can be used to analyze a key world-wide industry. The distinctive approach of this book will help extend readers' understanding of the oil industry beyond the more conventional studies.
