This guidebook, and associated tools, is designed to help agricultural policy practitioners improve the effectiveness of their engagement with policy systems in developing countries. It provides practitioners with conceptual tools and practical strategies designed to improve the quality of policy practitioners’ efforts to influence complex agricultural policy systems. It develops a strategic approach to policy engagement termed the P.M.C.A. approach, and provides concrete applications and examples of this approach to help users apply the approach to their own policy domains of interest.
Ending malnutrition in all forms is a global development priority. Investment in nutrition can yield high returns in terms of reduced health costs, increased productivity and improved human resources capacity and economic growth (Covic & and Hendriks 2016; Shekar et al. 2017). Nutrition policy-making and program interventions in developing countries fail to bring together several sectors that contribute to nutrition improvement. Since food systems influence the type of food produced, understanding relevant drivers of a country’s food system with an emphasis on nutrition can help to end malnutrition (Per Pinstrup-Andersen 2012a; HLPE 2017; Babu and Kataki 2003). In this paper, we adopt a food systems perspective to review Myanmar’s current food system. With the help of a review of the literature and two national consultative stakeholder workshops, we examine Myanmar’s current food system. This is a crucial step since it identifies gaps existing in the current policies/ strategies being implemented. After the review, we developed an AIT (analyze gaps, identify priority investment areas, and track progress) operational framework that can be used to increase the nutrition-sensitivity of a food system. Applying this framework to Agriculture Development Strategy (ADS), this paper presents an analysis of the gaps that need to be addressed to make ADS nutrition-sensitive, provide priority investment areas, and a tracking system which monitors the progress of these investments.
Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. The sourcebook can also be an important resource for the research community and nongovernmental organizations (NGOs).
Drawing on studies from Africa, Asia and South America, this book provides empirical evidence and conceptual explorations of the gendered dimensions of food security. It investigates how food security and gender inequity are conceptualized within interventions, assesses the impacts and outcomes of gender-responsive programs on food security and gender equity and addresses diverse approaches to gender research and practice that range from descriptive and analytical to strategic and transformative. The chapters draw on diverse theoretical perspectives, including transformative learning, feminist theory, deliberative democracy and technology adoption. As a result, they add important conceptual and empirical material to a growing literature on the challenges of gender equity in agricultural production. A unique feature of this book is the integration of both analytic and transformative approaches to understanding gender and food security. The analytic material shows how food security interventions enable women and men to meet the long-term nutritional needs of their households, and to enhance their economic position. The transformative chapters also document efforts to build durable and equitable relationships between men and women, addressing underlying social, cultural and economic causes of gender inequality. Taken together, these combined approaches enable women and men to reflect on gendered divisions of labor and resources related to food, and to reshape these divisions in ways which benefit families and communities. This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems. The reform issues consider the changing roles of the various public, private and non-governmental providers, and highlights the collaboration required to create synergies for more efficient and effective high quality services responding to the needs and demands of smallholder farmers. The modules draw on reform experiences worldwide and provide an introduction, definitions and a discussion for each specific reform measure, as well as case studies, tools, exercises and a reference list. The reform topics are envisaged for policy-makers, management and senior staff of institutions providing agricultural and rural advisory services. It can also be very useful for students studying agriculture, rural development, and extension in particular. This is a substantially updated version of the 2009 publication of the same title, but with only nine modules. These nine modules were restructured and up-dated, and three modules were added. The layout of the modules changed to allow a better overview for the reader.
Governments, nongovernmental organizations, donors, and the private sector have increasingly embraced value-chain development (VCD) for stimulating economic growth and combating rural poverty. Innovation for Inclusive Value-Chain Development: Successes and Challenges helps to fill the current gap in systematic knowledge about how well VCD has performed, related trade-offs or undesired effects, and which combinations of VCD elements are most likely to reduce poverty and deliver on overall development goals. This book uses case studies to examine a range of VCD experiences.
