Political Economy of Caste in India presents the caste mode of production as an important analytical tool to understand the socio-economic and political dynamics of India. The book looks at caste from the economic base and also links it with the superstructure that includes judiciary, untouchability practices, caste atrocities against Dalits, social exclusion and so on. It presents empirical studies to show that the social habits of discrimination and crimes against the marginalized communities prevail even in the 21st century to physically alienate them from mainstream opportunities and ensure involuntary supply of labour at lower wages. It articulates that the economic intensity of caste can be discerned through the caste mode of production. The study brings out the limitations of some of the Marxists understanding of caste. It also presents a distinct approach for comprehending caste and suggests that the human rights perspective is one of the ways to combat it.
Following independence, the Nehruvian approach to socialism in India rested on three pillars: secularism and democracy in the political domain, state intervention in the economy, and diplomatic non-alignment mitigated by pro-Soviet leanings after the 1960s. These features defined a distinct "Indian model," if not the country's political identity. From this starting point, Christophe Jaffrelot traces the transformation of India throughout the latter half of the twentieth century, particularly the 1980s and 90s. The world's largest democracy has sustained itself by embracing not only the vernacular politicians of linguistic states, but also Dalits and "Other Backward Classes," or OBCs. Why has there not been more progress with reducing poverty in India? Patrons of the Poor offers a rich and contemporary account of politics and policymaking in India, as it seeks to provide an answer to this vital question. Despite unprecedented economic growth, the last twenty years have witnessed a growing divergence across Indian states in terms of their poverty alleviation records. In that context, and given that state governments are responsible for a wide range of redistributive policies, this book analyses trends in state politics and policymaking. Based on the analysis, it explains why some Indian states have managed to reduce poverty more effectively than others. Using detailed case studies from Karnataka and Tamil Nadu, the author examines the policymaking processes and political histories of these states. He argues that patterns of caste dominance combined with the degree of competition in populist policies can significantly explain whether states adopt pro-poor policies or not. Lakshman's analysis combines a deep reading of state-specific political and sociological data with a range of interviews with top political leaders, senior bureaucrats, and academics to corroborate his core argument.
Hidden behind the much-touted success story of India’s emergence as an economic superpower is another, far more complex narrative of the nation’s recent history, one in which economic development is frequently countered by profoundly unsettling, and often violent, political movements. In Democracy against Development, Jeffrey Witsoe investigates this counter-narrative, uncovering an antagonistic relationship between recent democratic mobilization and development-oriented governance in India. Witsoe looks at the history of colonialism in India and its role in both shaping modern caste identities and linking locally powerful caste groups to state institutions, which has effectively created a postcolonial patronage state. He then looks at the rise of lower-caste politics in one of India’s poorest and most populous states, Bihar, showing how this increase in democratic participation has radically threatened the patronage state by systematically weakening its institutions and disrupting its development projects. By depicting democracy and development as they truly are in India—in tension—Witsoe reveals crucial new empirical and theoretical insights about the long-term trajectory of democratization in the larger postcolonial world.
How the language of “merit” makes caste privilege invisible in contemporary India. Just as Americans least disadvantaged by racism are most likely to endorse their country as post‐racial, Indians who have benefited from their upper-caste affiliation rush to declare their country post‐caste. In The Caste of Merit, Ajantha Subramanian challenges this comfortable assumption by illuminating the controversial relationships among technical education, caste formation, and economic stratification in modern India. Through in-depth study of the elite Indian Institutes of Technology (IITs)—widely seen as symbols of national promise—she reveals the continued workings of upper-caste privilege within the most modern institutions. Caste has not disappeared in India but instead acquired a disturbing invisibility—at least when it comes to the privileged. Only the lower castes invoke their affiliation in the political arena, to claim resources from the state. The upper castes discard such claims as backward, embarrassing, and unfair to those who have earned their position through hard work and talent. Focusing on a long history of debates surrounding access to engineering education, Subramanian argues that such defenses of merit are themselves expressions of caste privilege. The case of the IITs shows how this ideal of meritocracy serves the reproduction of inequality, ensuring that social stratification remains endemic to contemporary democracies.
In this book, Das presents a class-based perspective on the economic and political situation in contemporary India in a globalizing world. It deals with the specificities of India’s capitalism and neoliberalism, as well as poverty/inequality, geographically uneven development, technological change, and export-oriented, nature-dependent production. The book also deals with Left-led struggles in the form of the Naxalite/Maoist movement and trade-union strikes, and presents a non-sectarian Left critique of the Left. It also discusses the politics of the Right expressed as fascistic tendencies, and the question of what is to be done. The book applies abstract theoretical ideas to the concrete situation in India, which, in turn, inspires rethinking of theory. Das unabashedly shows the relevance of class theory that takes seriously the matter of oppression/domination of religious minorities and lower castes.
This book adds to the growing literature on dynamics of regional development in the global South by mapping the politics and processes contributing to the distinct developmental trajectory of Tamil Nadu, southern India. Using a novel interpretive framework and drawing upon fresh data and literature, it seeks to explain the social and economic development of the state in terms of populist mobilization against caste-based inequalities. Dominant policy narratives on inclusive growth assume a sequential logic whereby returns to growth are used to invest in socially inclusive policies. By focusing more on redistribution of access to opportunities in the modern economy, Tamil Nadu has sustained a relatively more inclusive and dynamic growth process. Democratization of economic opportunities has made such broad-based growth possible even as interventions in social sectors reinforce the former. The book thus also speaks to the nascent literature on the relationship between the logic of modernisation and status based inequalities in the global South.
The phenomenon of caste has probably aroused more controversy than any other aspect of Indian life and thought. Susan Bayly's cogent and sophisticated analysis explores the emergence of the ideas, experiences and practices which gave rise to the so-called 'caste society' from the pre-colonial period to the end of the twentieth century. Using an historical and anthropological approach, she frames her analysis within the context of India's dynamic economic and social order, interpreting caste not as an essence of Indian culture and civilization, but rather as a contingent and variable response to the changes that occurred in the subcontinent's political landscape through the colonial conquest. The idea of caste in relation to Western and Indian 'orientalist' thought is also explored.
