The contributions to this Discussion Paper reflect upon different but related aspects of South African democracy after Apartheid as represented in a variety of social forces, institutions and individuals. They illustrate that societies in transition have to make sustained efforts to overcome the legacies of the past, and that the present reproduces some of the past structural constraints and patterns of power and control in the new framework. The contri-butions were originally presented to a workshop organized in Cape Town in December 2001.

This game situates students in the Multiparty Negotiating Process taking place at the World Trade Center in Kempton Park in 1993. South Africa is facing tremendous social anxiety and violence. The object of the talks, and of the game, is to reach consensus for a constitution that will guide a post-apartheid South Africa. The country has immense racial diversity--white, black, Colored, Indian. For the negotiations, however, race turns out to be less critical than cultural, economic, and political diversity. Students are challenged to understand a complex landscape and to navigate a surprising web of alliances. The game focuses on the problem of transitioning a society conditioned to profound inequalities and harsh political repression into a more democratic, egalitarian system. Students will ponder carefully the meaning of democracy as a concept and may find that justice and equality are not always comfortable partners with liberty. While for the majority of South Africans, universal suffrage was a symbol of new democratic beginnings, it seemed to threaten the lives, families, and livelihoods of minorities and parties outside the African National Congress coalition. These deep tensions in the nature of democracy pose important questions about the character of justice and the best mechanisms for reaching national decisions. This book provides the first comprehensive overview of the history of democracy in Africa and explains why the continent's democratic experiments have so often failed, as well as how they could succeed. Nic Cheeseman grapples with some of the most important questions facing Africa and democracy today, including whether international actors should try and promote democracy abroad, how to design political systems that manage ethnic diversity, and why democratic governments often make bad policy decisions. Beginning in the colonial period with the introduction of multi-party elections and ending in 2013 with the collapse of democracy in Mali and South Sudan, the book describes the rise of authoritarian states in the 1970s; the attempts of trade unions and some religious groups to check the abuse of power in the 1980s; the remarkable return of multiparty politics in the 1990s; and finally, the tragic tendency for elections to exacerbate corruption and violence.
Constitutional Options for a Democratic South Africa describes the unjust South African political and judicial apartheid system that exploited black South Africans. Ziyad Motala emphasizes the importance of a constitution and state system that would not only ameliorate the enormous inequalities generated by colonialism and apartheid but also ensure equal democratic rights and protection to all citizens in the post-apartheid South Africa. He carefully examines and compares the political outcomes of post-independent African states adopting (1) the Western liberal federal state, (2) the Soviet-inspired Marxist unitary state, or (3) the locally inspired one-party African socialist state. Motala weighs the relative merits of these state structures for dealing with the complex of democracy, socioeconomic development, and national unity in multiethnic states. He contends that the constitutions and state practices employed thus far by African states have not facilitated political and socioeconomic development, and recommends different constitutional and state options for South Africa.
Post-1994, South Africa's traditional leaders have fought for recognition, and positioned themselves as major players in the South African political landscape. Yet their role in a democracy is contested, with leaders often accused of abusing power, disregarding human rights, expropriating resources and promoting tribalism. Some argue that democracy and traditional leadership are irredeemably opposed and cannot co-exist. Meanwhile, shifts in the political economy of the former bantustans − the introduction of platinum mining in particular − have attracted new interests and conflicts to these areas, with chiefs often designated as custodians of community interests. This edited volume explores how chieftancy is practised, experienced and contested in contemporary South Africa. It includes case studies of how those living under the authority of chiefs, in a modern democracy, negotiate or resist this authority in their respective areas. Chapters in this book are organised around three major sites of contest: leadership, land and law.
The revolution that brought the African National Congress (ANC) to power in South Africa was fractured by internal conflict.Ê Migrant workers from rural Zululand rejected many of the egalitarian values and policies fundamental to the ANCÕs liberal democratic platform and organized themselves in an attempt to sabotage the movement. This anti-democracy stance, which persists today as a direct critique of ÒfreedomÓ in neoliberal South Africa, hinges on an idealized vision of the rural home and a hierarchical social order crafted in part by the technologies of colonial governance over the past century.Ê In analyzing this conflict, Jason Hickel contributes to broad theoretical debates about liberalism and democratization in the postcolonial world. Democracy as Death interrogates the Western ideals of individual freedom and agency from the perspective of those who oppose such ideals, and questions the assumptions underpinning theories of anti-liberal movements. The book argues that both democracy and the political science that attempts to explain resistance to it presuppose a model of personhood native to Western capitalism, which may not operate cross-culturally.

In the past decade, South Africa's "miracle transition" has been interrupted by waves of protests in relation to basic services such as water and electricity. Less visibly, the post-apartheid period has witnessed widespread illicit acts involving infrastructure, including the nonpayment of service charges, the bypassing of metering devices, and illegal connections to services. Democracy’s Infrastructure shows how such administrative links to the state became a central political terrain during the antiapartheid struggle and how this terrain persists in the post-apartheid present. Focusing on conflicts surrounding prepaid water meters, Antina von Schnitzler examines the techno-political forms through which democracy takes shape. Von Schnitzler explores a controversial project to install prepaid water meters in Soweto—one of many efforts to curb the nonpayment of service charges that began during the antiapartheid struggle—and she traces how infrastructure, payment, and technical procedures become sites where citizenship is mediated and contested. She follows engineers, utility officials, and local bureaucrats as they consider ways to prompt Sowetans to pay for water, and she shows how local residents and activists wrestle with the constraints imposed by meters. This investigation of democracy from the perspective of infrastructure reframes the conventional story of South Africa’s transition, foregrounding the less visible remainders of apartheid and challenging readers to think in more material terms about citizenship and activism in the postcolonial world.
