This book studies a significant event in US relations with Latin America, shedding light on the role of dependent states and their foreign policy agency in the process by which local concerns become intertwined with the dominant state’s foreign policy. Plan Colombia was a large-scale foreign aid programme through which the US intervened in the internal affairs of Colombia, by invitation. It proved to be one of the major successes of US foreign policy, and has been credited with stemming a potentially catastrophic security failure of the Colombian state. This book discusses the strategies and practices deployed by the Colombian government to influence US foreign policy decision making at the bureaucratic, legislative and executive levels, and is a distinctive contribution to our understanding of the dynamics of small power agency. A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. This book tackles the question of how to characterise and account for recentralisation in Colombia between central and lower levels of government across a 26-year period. Around the world, the COVID-19 pandemic has once again put the distribution of responsibilities, resources, and authority between different levels of government at the heart of political debate. This book brings this issue to light as a topic central to the study of public administration.Drawing on extensive fi eldwork with more than a hundred interviews with former presidents, ministers, members of congress, governors, local mayors and subnational public offi cials, as well as documentary sources, it begins with a historical account of recentralisation processes in the world. It then proposes a theoretical framework to explain these processes, before tracing and carefully comparing recentralisation episodes in Colombia using theory-guided process tracing.

This book explores food provisioning in Colombia by examining the role and impact of the agrarian negotiations which took place in the aftermath of the 2013–2014 national strikes. Most of the research in the field of agrarian studies in Colombia has focused on inequalities in land distribution, the impacts of violent conflict, and most recently, the first phase of the peace agreement implementation. This book links and complements these literatures by critically engaging with an original framework that uncovers the conflicts and politics of food provisioning: who produces what and where, and with what socio-economic effects. This analytical lens is used to explain the re-emergence of national agrarian movements, their contestation of the dominant development narratives and their engagement in discussions about food sovereignty with the state. The analysis incorporates a wide range of voices from high-level government representatives and leaders from national agrarian movements. Their narratives of food provisioning and the broader role of the food industry are reviewed and the key findings show an underlying conflict within food provisioning based on the struggle of marginalised smallholders to develop alternative agri-food systems that can be included in the local and domestic food markets in the context of a state dominated by an export and import approach. Overall, the book argues that the battle ground of agrarian conflicts has moved to the fi eld of food provisioning and using this approach has the potential to reframe the debate about the future of food and agriculture in Colombia and beyond. This book will be of great interest to students and scholars of food and agriculture, rural development, peasant studies, and Latin American Studies.

Through Bergquist's analysis of this transitional period in terms of what has been called the dependency theory, he has left his mark on all subsequent studies in Latin American affairs; questions of economic development and political alignment cannot be dealt with without confronting Bergquist's work. he has also provided a major contribution to Colombian history by his examination of the growth of the coffee industry and Thousand Days War.
