In countries around the world, from the United States to the Philippines to Chile, police forces are at the center of social unrest and debates about democracy and rule of law. This book examines the persistence of authoritarian policing in Latin America to explain why police violence and malfeasance remain pervasive decades after democratization. It also examines the conditions under which reform can occur. Drawing on rich comparative analysis and evidence from Brazil, Argentina, and Colombia, the book opens up the 'black box' of police bureaucracies to show how police forces exert power and cultivate relationships with politicians, as well as how social inequality impedes change. Law enforcement officers are eligible for retirement at mid-life. The transition from police officer to civilian can be a stressful life event bringing about overwhelming feelings of separation and isolation. Examination of the research on the psychological, physical, and social manifestations associated with retirement and separation from law enforcement reveals that officers need assistance to prepare for issues associated with this life transition. Research has identified a lack of organizational support and preparation for retirement within law enforcement agencies. The proposed law retirement program is a regional pilot project designed to educate and prepare Boston police officers for the various transition difficulties encountered by retiring police officers. The goal of the in-service training model is to effectively address the psychological and emotional needs of police officers and their families planning to separate from the department. The program encourages awareness of prevalent issues among law enforcement executives and serves as a resource to guide them for a future of preparedness to facilitate healthy transitions. The curriculum includes the subjects of financial planning, career goals, life satisfaction, job satisfaction, identity, and social relationships. Major areas of focus include existing empirical findings, program rationale, a description of the program, and plans for program implementation. In this dissertation the limitations and disadvantages of the program, as well advantages, are discussed.
