It also assumed that smaller trees would continue to move up into the larger diameter classes, and that gradually an all-aged forestwould develop. The system, as originally described, made occasional reference to clear cutting in small groups or spots if satisfactory restocking did not occur after several light tree-selection cuts. But the first stages of the cutting system did not turn out as anticipated, and time had not permitted the later phases of the system to get beyond the theory stage before logging methods changed.
