This book mainly focuses on the hydrogen-related laws. Chapter 1 deals with the introduction of hydrogen, which is the basis for understanding hydrogen-related laws. The properties of hydrogen, hydrogen-related policies, hydrogen economy, hydrogen and environmental problems, hydrogen distribution, hydrogen safety, and hydrogen- related legal systems are outlined. Chapter 2 deals with the contents of the Hydrogen Act. For each legal provision, the contents of laws, enforcement decree, and enforcement rule are clearly organized in a single table. Chapter 3 deals with the High-pressure Gas Act. Basically, low-pressure hydrogen is regulated by the Hydrogen Act, and high-pressure hydrogen (liquefied gas is 0.2 MPa, compressed gas is 1MPa or above) is regulated by the High-pressure Gas Act. However, it is still challenging to accurately understand the regulations only with the sentences of the law, because of various exceptions. For example, the Hydrogen Act regulates hydrogen products even at high pressure, while the High-pressure Gas Act regulates hydrogen manufacturing facilities even at low pressure. Chapter 4 deals with the Occupational Safety and Health Act. Since hydrogen is an explosive gas with a high risk, it is subject to a considerable number of provisions in this Act. This chapter deals with provisions on safety and health education and measures to prevent harm and danger. Chapter 5 summarizes and explains the regulations for each subject of regulation for the convenience of the readers. This chapter summarizes and organizes the regulatory content that hydrogen manufacturers, chargers, storage and users, and hydrogen transporters should know. I

Low-emission hydrogen is expected to play an important role in the energy transition to tackle the climate crisis. It can decarbonate “hard-to-abate” sectors still relying on fossil fuels, turn low-carbon electricity into a fuel that can be transported using pipelines and provide a green transport alternative, in particular for heavy-duty and long-distance transport.

Hydrogen and fuel cells are vital technologies to ensure a secure and CO2-free energy future. Their development will take decades of extensive public and private effort to achieve technology breakthroughs and commercial maturity. Government research programs are indispensable for catalyzing the development process. This report maps the IEA countries' current efforts to research, develop and deploy the interlocking elements that constitute a "hydrogen economy", including CO2 capture and storage when hydrogen is produced out of fossil fuels. It provides an overview of what is being done, and by whom, covering an extensive complexity of national government R & D programs. The survey highlights the potential for exploiting the benefits of the international cooperation. This book draws primarily upon information contributed by IEA governments. In virtually all the IEA countries, important R & D and policy efforts on hydrogen and fuel cells are in place and expanding. Some are fully-integrated, government-funded programs, some are a key element in an overall strategy spread among multiple public and private efforts. The large amount of information provided in this publication reflects the vast array of technologies and logistics required to build the "hydrogen economy."--Publisher description.

Hydrogen, the most abundant element in the universe is often cited as the key to unlock the decarbonisation of sectors such as transport, heating and industrial processes, while also transforming the role that renewable energy plays in the electricity mix. Together with carbon capture and storage technology or coupled with renewable generation, this energy vector is a likely key pillar in the ongoing energy transition. This Special Report considers the key legal and regulatory challenges and opportunities in developing, financing and operating hydrogen projects, including:Key technologies, methods and hydrogen's role in the net zero agenda; Key stakeholders and their roles;Key policies and legal frameworks; and Revenue streams, commercial models and issues for financiers. The Special Report will also consider how hydrogen can be used in industrial processes, transport and the heating sectors. Written for a legal and non-legal audience, this report will appeal to those looking for a deeper understanding of the opportunities in the hydrogen sector and ways in which some of these may be realised.
