In Outlaw Paradise, the author argues that countries become tax havens as a conscious economic development strategy. These countries do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write and implement laws that create a virtual resource: banking secrecy. These countries are able to carry out this strategy because they tend to be well-governed, stable, and relatively wealthy, making them attractive partners for the international banking, legal, and accounting firms that drive offshore finance. The qualities tax havens possess also enable them to calculate that the benefits they reap from pursuing this strategy outweigh any penalties assessed by anti-tax haven international collective action activities, such as the naming and shaming campaigns of 2000 and 2009. The author argues that, while the tax havens seem to be complying with the campaigns from a juridical standpoint, actual financial behavior is unaffected. The author further argues that this outcome is predetermined given the nature of international regimes and the history of the concept of sovereignty, as well as tax haven relationships to both. Finally, Outlaw Paradise offers policy prescriptions and surveys recent developments resulting from the Panama Papers.

They entered the valley, harsh yet beautiful. With danger around every hill. Where only a fast gun and quick thinking can save a person, and even then only with luck. A lot of luck. Rex Mumford brings to life in this western novel much of the suspense, action, and surprise of the traditional old west. Follow the lives of those portrayed in this novel during a time when men and women wanted little more than some land and to live peacefully. Yet when faced with difficult challenges they could and would meet them head on. Often they were the judge and jury with little time to decide the fate of those that wronged them. When someone draws on you, you only have two choices, be faster or die in: The Lawless Land Brown's Hole, one of the stops along the outlaw trail. A beautiful valley for ranching, but also a haven for those hiding from the law with no were else to run. More often than not, they possessed only a fast horse, and even faster gun hand. It was fight or die. Most fought, some died. Two deputy marshals, leaving their badges and authority behind, and a girl with a different agenda, all enter the valley known as Brown's Hole. Two looking for answers, one looking for revenge. Faced with challenges and odds never before faced, each will find what they are looking for and a whole lot more than they bargained for. The only problem is surviving.

Three thrilling tales from one of the masters of frontier fiction! In “Paradise Al,” Brand tells the first of two stories about Paradise Al, a drifter and rambler who has been riding the rails when he jumps off a passenger train just outside of town. He’s caught and thrown in jail, but his resemblance to the Pendletons, a local family, gets him out. Suddenly Al is caught in the middle of the Pendletons’ long-standing feud with the Draytons, another local clan that has a wild, untamed stallion and has boasted it will give the horse to anyone who can ride him. Paradise Al, clearly a novice when it comes to horses, takes up the challenge, with two conditions: he gets to keep the horse on the Pendleton Ranch for a week and he gets to marry young Molly Drayton. “Paradise Al’s Confession” is another chapter in the saga of Paradise Al, masquerading as Al Pendleton. He’s now planning on marrying Molly Drayton and is busy at work starting up a ranch when an unexpected visitor arrives and threatens to pull the rug out from under Al and his entire charade. In “The Quest,” Barney Dwyer is a social outcast with more brawn than brains who has yet to find his place in the world. Dwyer works on Daniel Peary’s ranch, and when he unintentionally breaks one of Peary’s tools, he’s fired. But Peary decides to give Dwyer an opportunity to get his job back—he tells Dwyer to track down Peary’s estranged son Len and bring him home. Dwyer accepts, but has no idea what an impossible task he is about to embark on. Skyhorse Publishing is proud to publish a broad range of books for readers interested in fiction that takes place in the old West. Westerns—books about outlaws, sheriffs, chiefs and warriors, cowboys and Indians—are a genre in which we publish regularly. Our list includes international bestselling authors like Zane Gray and Louis L’Amour, and many more. While not every title we publish becomes a New York Times bestseller or a national bestseller, we are committed to books on subjects that are sometimes overlooked and to authors whose work might not otherwise find a home.

The literature of larceny welcomes a newcomer with some serious chops, as Steven M. Thomas muscles his way to a place at the table–elbow-to-elbow with Elmore Leonard and Carl Hiaasen–courtesy of a harrowing, hilarious, two-fisted, hard-boiled thriller that’s pure heaven for anyone who loves a hell of a crime novel. Robert Rivers is a crook. No excuses, no apologies. Breaking the law is his calling, crime is his rush, capers his reason for getting up in the morning and staying up late at night. But he’s a thief with honor, plotting and pulling off carefully choreographed heists where no shots are fired, no blood is spilled, and nobody gets hurt . . . except in the wallet. After a brief stint behind bars back in the day, he’s managed to carve out a comfortable existence, cheerfully plundering the sunny Southern California community whose streets he tools in the tweaked-out Cadillac DeVille that’s his pride and joy. But now Rob (whose name has become ironic) is pushing forty, and–like his trusty partner, Switch, who’s got a pregnant girlfriend and a hefty stash of loot–he’s thinking about quitting the game. But then he and Switch, pulling their latest Butch and Sundance, score a payday that could end up costing them plenty. Inside a strongbox packed with greenbacks rests a disturbing black-and-white photo of a beautiful young girl, eyes full of fear as naked as she is. It’s an image that Rob can’t shake, and a wake-up call: There are rules even he won’t break. It’s also his one-way ticket into the underbelly of the underworld–a lethal landscape of sex slaves, sadistic psychopaths, and sawed-off shotguns, where honor is for fools, and trust is for suckers, where very bad people do even worse things and nice guys don’t finish at all. They just get finished off. With its alluring setting, quirky characters, and restrained and subtle prose, Criminal Paradise has something for every thriller fan. And with sharp natural instincts and writing skills as serious as his humor is sly, Steven M. Thomas shows as much promise as any author on the suspense scene.

Fantagraphics is proud to present a major, all-new book by Gary Panter. Songy of Paradise is an inspired interpretation of John Milton’s retelling of the story of Jesus being tempted by Satan after being baptized by John the Baptist and fasting for forty days and nights in the Judaean Desert. Panter’s version doesn’t rely on Milton’s words, but faithfully follows the structure of Milton’s Paradise Regained, with one notable exception: Jesus has been replaced by a hillbilly, Songy, who is on a vision quest before being tempted by a chimeric Satan figure. Gary Panter is one of America’s preeminent artists, designers, and cartoonists, whose work defined the L.A. punk scene and the vibrant work of the television show Pee-Wee’s Playhouse. Songy of Paradise presents Panter’s singular vision in an ornate, hardcover format that does justice to Panter’s densely packed pages, with a stunning two-color stamping on cloth covers. It will be an art object, a brilliant literary experiment, and the most eye-popping graphic novel of 2017.
