This illustrated history covers the history of the U.S. Navy in the Middle East. America's interests in the Middle East, southwest Asia, and eastern Africa date almost to the founding of the nation. Since World War II, the Navy has been the first line of defense for these interests. From the establishment of the Middle East Force (MEF) in 1949 through the beginning of the 21st century, the U.S. Navy served as a force for stability and peace in the region.
Written by scholars and practitioners, this work consists of 20 multidisciplinary chapters addressing the law, policy and management aspects of the problem of places of refuge for ships in need of assistance. Specific chapters focus on the experiences and approaches of Australia, Belgium, Canada, Denmark, Germany, United Kingdom and United States.

This is the third state and outlook report on the European environment produced by the European Environment Agency (EEA) since 1994. The last report, published in 1999 concluded that, despite 25 years of Community environmental policy, environmental quality in the European Union (EU) was mixed and that the unsustainable development of some key economic sectors was the major barrier to further improvements. That remains the EEA's key conclusion, despite significant progress on some issues demonstrating that environmental policy works. The next report is due in 2010, and the EEA intends to have played its part in reversing unsustainable trends in sectors such as energy, agriculture and transport. This report is in four parts: (A) an integrated assessment of the atmospheric, aquatic and terrestrial environment; (B) a core set of indicators, including pollution, biodiversity, climate change, agriculture, energy, fisheries and transport; (C) country analysis; and (D) a bibliography of EEA publications since 2000.
As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.
This book explores the future of international environmental law in a world of ever worsening environmental crises. It examines the success stories and failures of international environmental law and argues that future responses to global environmental crises will be more about good environmental governance than just more treaties and laws. Environmental governance will need to accommodate the needs and aspirations of peoples from developed and developing countries alike and will have to be based on decisions and actions by a vast range of actors and stakeholders--not just the nation-state that has traditionally dominated environmental diplomacy. This also suggests a need to be cognizant of the close links to other areas of international law, including human rights.
