Excerpt from Ohio State Educational Conference Proceedings, 1922 This law fixed in the educational policy of Ohio a school tax on the grand list of taxable property in the state, to be distributed to the counties in proportion to the number of school children - the prin ciple of equalization, then and for long after hotly contested - but firmly established the principle that the property of the state must provide for the education of the children of the state. It created the office of state commissioner of common schools with considerable power; set up township boards of education; put an end to rates assessed against parents for schooling of children, and finally made public schools free; it also provided for school libraries. Strange to say, the proposal to purchase Webster's Unabridged Dictionary for each school could not be passed! This code was a revolution in educational lawmaking. The low state Of public Opinion regarding the school which had been prevalent five years before was portrayed by M. F. Excerpt from Ohio State Educational Conference Proceedings, 1922 Let us forget for a moment the subject announced and journey into the past - a trip on the "time machine" - to take a look at the beginnings of education in Ohio and to think for a little while about the early educational policies and the men who advanced them. For twenty years after Ohio became a state there was no legislative act which created or recognized a public-school system, and for thirty-five years there was no "free" school in Ohio outside Cincinnati. A state fund for the support of common schools was first proposed in 1838. Almost forty years passed before supervision for the township and county schools was mentioned, and it required fifty years thereafter to make the township the school unit and supervision a nominal reality. And it was not until 1914, seventy-five years after it was first proposed, that county supervision was finally established. Despite the many loud and insistent calls therefor, state-supported normal schools did not conic into existence until a century after Ohio became a state. It was just fifty years before the state became in earnest about a central state administrative officer called variously a "superintendent," a "commissioner of common schools," or a "director of education." It was almost a half-century before a state teachers' association was born, and the first effective school journal was not launched until that time. Public-school superintendencies by that name, even in the cities, were almost unheard of before 1840, and public high schools were rare before 1850; indeed, township high schools were not authorized until 1853. There are various statutory landmarks on the public-school domain in the first half-century of Ohio history which we should now notice. Have you come out the next day blithe with the glow of success and a sense of supreme satisfaction? Both experiences have come to all teachers; one intuitively feels Whether the pupils-are in touch spiritually, and if they are, all other desired effects of a classroom hour follow as a matter of course. What was wrong on the unsuccessful day? Probably you were operating on facts long since learned but not recently gone over and linked to new thoughts and seen in new settings. The subject-matter for the day had no new and inspiring associations; it had become inert for you. The teacher cannot go ahead unless he sees subject-matter in changing and expanding relationships. He cannot teach even the same lesson alike twice; he must infuse it with new interest if he would hold the pupil.
