At ten O'clock a public meet ing, largely attended, was held on the lawn beneath the elms in front Of the White House. The president Of the Board Of Commissioners, the Honorable Henry B. F. Macfarland presided and after preliminary music by the U. S. Marine Band called upon the Reverend D. J. Stafford, D. D., to ask the invocation.
