DOWNLOAD EBOOKThe Draft Marine Navigation Bill was published on 6 May 2008. (Cm. 7370, ISBN 9780101737029 ). A supplementary consultation on the ratification of the Nairobi Convention on the Removal of Wrecks, for which the draft Bill includes the necessary statutory provisions, was published at the same time by the Department for Transport. The Bill covers four main areas: (a) port safety, including measures relating to pilotage, National Occupational Standards for Harbour Masters and pilots, and extending powers of general direction to more harbour authorities; (b) the closure of harbours, and the subsequent relinquishing of the legal rights and duties of the harbour authority; (c) the role of the General Lighthouse Authorities, including their powers of enforcement, the territorial extent of their operations, their commercial work and their pension schemes; and (d) the ratification and implementation of the Nairobi Convention. The introduction of new powers to issue directions to port and harbour authorities and to specify minimum standards of competence for harbour masters and pilots is supported. The provisions relating to General Lighthouse Authorities are a sensible package intended to clarify their powers and put beyond doubt the legal validity of much of the essential work which they have been carrying out for centuries. The provision in the draft Bill to give statutory effect Nairobi International Convention on the Removal of Wrecks will remove from the UK taxpayer a significant potential liability in respect of wrecks in UK waters.

DOWNLOAD EBOOKThis book considers both the present state of Arctic shipping and possible future trends with reference to the various sectors of maritime transportation: cruise tourism, container traffic and bulk shipping. Ports are analysed as tools that support the strategies of coastal states to foster the development of resource extraction, enhance the attractiveness of Arctic shipping lanes and enable the control of maritime activities through coast guard deployment. The aim of this book is to draw a picture of the trends of Arctic shipping. How is traffic evolving in Canada’s Arctic, or along the Northern Sea Route? Are there significant differences between bulk and container shipping segments when considering the Arctic market? How are the ports and the hinterland developing and what are the strategies behind those? How is the legal framework shaping the evolution of maritime transportation? The contributors to this book consider all of these questions, and more, as they map out the prospects for Arctic shipping and analyse in detail the development of Arctic shipping as a result of multi-variable interactions. This book will be key reading for industry professionals and post-graduate students alike.

DOWNLOAD EBOOKRisk-based ship design is a new scientific and engineering field of growing interest to researchers, engineers and professionals from various disciplines related to ship design, construction, operation and regulation. The main motivation to use risk-based approaches is twofold: implement a novel ship design which is considered safe but - for some formal, regulatory reason - cannot be approved today and/or rationally optimize an existing design with respect to safety, without compromising on efficiency and performance. It is a clear direction that all future technological and regulatory (International Maritime Organisation) developments regarding ship design and operation will go through risk-based procedures, which are known and well established in other industries (e.g. nuclear, aviation). The present book derives from the knowledge gained in the course of the project SAFEDOR (Design, Operation and Regulation for Safety), an Integrated Project under the 6th framework programme of the European Commission (IP 516278). The book aims to provide an understanding of the fundamentals and details of the integration of risk-based approaches into the ship design process. The book facilitates the transfer of knowledge from recent research work to the wider maritime community and advances scientific approaches dealing with risk-based design and ship safety.

DOWNLOAD EBOOKSubmarines were responsible for about 55 percent of the tonnage of the Japanese fleets sunk during World War II. The 22 percent casualty rate of U.S. submariners was the highest of the military services. This volume traces the career of the submarine the USS Puffer from the laying of her keel and her commissioning on April 27, 1943, until her departure for the scrap yard in late 1960. Compiled from interviews with former crew members, including the author's father, Donald B. McDonald, as well as other contemporary sources, it follows the crew of the Puffer through nine war patrols. Events recollected include the First War Patrol, which resulted in a record-setting 38 hour submergence because of enemy fire; the dangerous transfer of torpedoes while surfaced in enemy waters; and the wild bombardment of Japanese shore installations with the 5-inch deck gun. There are numerous wartime photographs and appendices providing a list of awards earned by the crew and a summary of claimed successful attacks. Brief biographies of the seven commissioned officers are also included.
