Why Noncompliance traces the history of noncompliance within the European Union (EU), focusing on which states continuously do or do not follow EU Law, why, and how that affects the governance in the EU and beyond. In exploring the EU's long and varied history of noncompliance, Tanja A. Börzel takes a close look at the diverse groups of noncompliant states throughout the EU's existence. Why do states that are vocally critical of the EU have a better record of compliance than those that support the EU? Why has noncompliance been declining since the 1990s, even though the EU was adding member-states and numerous laws? Börzel debunks conventional wisdoms in EU compliance research, showing that noncompliance in the EU is not caused by the new Central and Eastern European member states, nor by the Eurosceptic member states. This paper employs unique tax administrative data and operational audit information from a sample of approximately 7,500 self-employed U.S. taxpayers to investigate the effects of operational tax audits on future reporting behavior. Our estimates indicate that audits can have substantial deterrent or counter-deterrent effects. Among those taxpayers who receive an additional tax assessment, reported taxable income is estimated to be 64% higher in the first year after the audit than it would have been in the absence of the audit. In contrast, among those taxpayers who do not receive an additional tax assessment, reported taxable income is estimated to be approximately 15% lower the year after the audit than it would have been had the audit not taken place. Our results suggest that improved targeting of audits towards noncompliant taxpayers would not only yield more direct audit revenue, it would also pay dividends in terms of future tax collections.

It assesses the supervision and regulation of the financial sector compliance with the Basel Core Principles for Effective Banking Supervision and the International Association of Insurance Supervisors Core Principles using the Core Principles Methodology. It also assesses the elements of legal and institutional antimoney laundering and of combating the financing of terrorism.
This official study examines more than 20 years of Federal monitoring and enforcement of compliance with Part B of the Individual with Disabilities Education Act (IDEA) with a view towards ensuring the rights of the disabled to a quality education. It includes recommendations to the President and Congress to strengthen IDEA.
The Coping Power Program is designed for use with preadolescent and early adolescent aggressive children and their parents and is often delivered near the time of children's transition to middle school. Aggression is one of the most stable problem behaviors in childhood. If not dealt with effectively, it can lead to negative outcomes in adolescence such as drug and alcohol use, truancy and dropout, delinquency, and violence. This program has proven effective in helping to avoid these types of problems. The parent component of the program consists of 16 group meetings also held during the 5th and 6th grade school years. Parents are taught ways of reinforcing their children's positive behaviors, as well as effective discipline techniques for eliminating negative behaviors. Skills for improving family communication, providing academic support in the home, and building family cohesion are also a focus. Parents also learn how to give effective instructions and establish age-appropriate rules and expectations for their children at home. In addition to these basic parenting skills, the program describes relaxation techniques that parents can use to deal with their own stress. Tips for taking care of personal needs and effective time management strategies also help to ease the challenges of parenting an aggressive child.

Now with The Insubordinate and the Noncompliant, the trilogy is complete. Military leadership has both formal and informal dimensions. The formal leadership of any organization must ensure that it minimizes the divergence between institutional aims and the actions of informal leaders. When this separation occurs, the result is sometimes mutiny. These incidents of insubordination and noncompliance represent a form of dialogue between military personnel and their leadership. The Insubordinate and the Noncompliant offers a perspective on the Canadian experience with military mutiny in the twentieth century in an effort to provide relevant lessons for today.
