One such challenge is how to deal with an elusive enemy that has no recognizable territory or organized army; yet has shown a remarkable resilience against traditional military firepower. On the other hand, the post-Cold War era has provided us with enormous peace dividends that can be utilized to enhance the quality of life for millions of people around the world. However, if these dividends are spent on unsound and archaic tactics to defeat the new enemy, we will squander an historic opportunity for our flawed strategies. This project provides the strategic leaders with an alternative approach to traditional military thinking of offensive defense and pre-emptive violent strikes. It describes the viability of non-offensive defense and nonviolence strategy for creation of a sustainable and just world peace.
