NGOs and the United Nations reveals how NGOs have changed their interaction with the UN since the mid-1990s. It also looks at how their representation to the UN, their consultative status and their characteristic features influence their relationship with the UN. Non-governmental Organisations (NGOs) have become important, although sometimes overlooked, actors in international human rights law. Although NGOs are not generally provided for in the hard law of treaties, they use the UN human rights system to hold Governments to account. A key way in which they do so is using State reporting mechanisms, initially the UN treaty bodies, but more recently supplemented by the Human Rights Council’s Universal Periodic Review. In doing so, NGOs provide information and contribute to developing recommendations. NGOs also lobby for new treaties, contribute to the drafting of these treaties, and bring individual’s complaints to the UN human rights bodies. This book charts the historical development of the NGO role in the UN. It examines the UN regulation of NGOs but the largely informal nature of the role, and an exploration of the various types of NGOs, including some less benign actors such as GONGOs (Governmental NGOs). It also draws on empirical data to illustrate NGO influence on UN human rights bodies and gives voice to stakeholders both inside and outside the UN. The book concludes that the current UN human rights system is heavily reliant on NGOs and that they play an essential fact-finding role and contribute to global democratisation and governance.
Examining the involvement of religious NGOs (RNGOs) at the UN, this book explores whether they polarize political debates at the UN or facilitate agreement on policy issues. The number of RNGOs engaging with the United Nations (UN) has grown considerably in recent years: RNGOs maintain relations with various UN agencies, member-state missions, and other NGOs, and participate in UN conferences and events. This volume includes both a quantitative overview of RNGOs at the UN and qualitative analyses of specific policy issues such as international development, climate change, business and human rights, sexual and reproductive health and rights, international criminal justice, defamation of religions, and intercultural dialogue and cooperation. The contributions explore the factors that explain the RNGOs’ normative positions and actions and scrutinise the assumption that religions introduce non-negotiable principles into political debate and decision-making that inevitably lead to conflict and division. In the mid-1990s, when the United Nations adopted positions affirming a woman's right to be free from bodily harm and to control her own reproductive health, it was both a coup for the international women's rights movement and an instructive moment for nongovernmental organizations (NGOs) seeking to influence UN decision making. Prior to the UN General Assembly's 1993 Declaration on the Elimination of All Forms of Violence against Women and the 1994 decision by the UN's Conference on Population and Development to vault women's reproductive rights and health to the forefront of its global population growth management program, there was little consensus among governments as to what constituted violence against women and how much control a woman should have over reproduction. Jutta Joachim tells the story of how, in the years leading up to these decisions, women's organizations got savvy--framing the issues strategically, seizing political opportunities in the international environment, and taking advantage of mobilizing structures--and overcame the cultural opposition of many UN-member states to broadly define the two issues and ultimately cement women's rights as an international cause. Joachim's deft examination of the documents, proceedings, and actions of the UN and women's advocacy NGOs--supplemented by interviews with key players from concerned parties, and her own participant-observation--reveals flaws in state-centered international relations theories as applied to UN policy, details the tactics and methods that NGOs can employ in order to push rights issues onto the UN agenda, and offers insights into the factors that affect NGO influence. In so doing, Agenda Setting, the UN, and NGOs departs from conventional international relations theory by drawing on social movement literature to illustrate how rights groups can motivate change at the international level.
How do religious groups, operating as NGOs, engage in the most important global institution for world peace? What processes do they adopt? Is there a “spiritual” UN today? The study concludes by examining the place of diplomats and their views of religious NGOs and reflects on the place of “religion” in the UN today. The study shows the complexity of “religion” inside one of the most fascinating global institutions of the world today.
The Third UN is the ecology of supportive non-state actors-intellectuals, scholars, consultants, think tanks, NGOs, the for-profit private sector, and the media-that interacts with the intergovernmental machinery of the First UN (member states) and the Second UN (staff members of international secretariats) to formulate and refine ideas and decision-making at key junctures in policy processes. Some advocate for particular ideas, others help analyze or operationalize their testing and implementation; many thus help the UN 'think'. While think tanks, knowledge brokers, and epistemic communities are phenomena that have entered both the academic and policy lexicons, their intellectual role remains marginal to analyses of such intergovernmental organizations as the United Nations.
