We are familiar with the idea that technology is neutral, and that its impact depends only on how it is used. This traditional view has, however, become untenable. Because of its nature and its complex interplay with industry, the economy, and society, technology is no longer neutral. This change is being driven by the pervasiveness of data, which today are generated everywhere at an unpreceded pace because several technologies are currently reaching maturity. Data shape the world around us, in a trend that is commonly referred to as “digitalization”. This trend is apparent in every aspect of our lives, ranging from our personal environment and health to transportation, energy generation and management, and industry. Digitalization itself generates value, enabling the creation of new products and services. It also fosters technological and business innovation in other fields, including the manufacturing industry, and acts as a lever with which to promote growth. Digitalization, however, also creates imbalances, and this happens due to its very nature. Such imbalances appear between different parts of the globe and within individual geographical spaces. This book explores the multiplicity of mechanisms associated with the growing role that technology and data are playing in the creation of imbalances, and goes on to identify certain paths that lead toward mitigation. Should we make data publicly accessible, and in a transparent way? How can policymakers empower governments to address global and local imbalances, particularly those generated by technology and data? Do we need a global data-governance structure that—like the World Trade Organization for commerce—regulates data use and access?
In this volume, fifteen scholars from the United States, Spain, Puerto Rico, and Colombia discuss the social implications of new technologies. Their essays address the cultural worlds that crystallize around technologies, the challenges to democracy that they pose, and the responsibility of modern technology for forcing a public response to new social and moral issues. Three themes define the three sections into which the volume is divided: "New Worlds," "New Technologies," and "New Issues." The essays in the section "New Worlds" range from optimism that new technologies will produce a better world than that of 1992, through a nonjudgmental discussion of the transformation of our "lifeworld" that new technologies are effecting, to deep concern for the viability of the world that modern technology has already created. In "New Technologies," the focus is on political responses to modern technologies. The authors in this section see the challenge to understanding and controlling our technological world in reshaping existing relations of social power and authority, and in creating new institutions more adequate to the sociopolitical realities of the process of technological innovation. While the contributors in the first two sections of the volume argue that broad changes in values and institutions are preconditions of a more beneficent relationship among people, nature, and technology, those in the section "New Issues" adopt narrower, more specific, viewpoints. Their essays address the political values underlying the Deep Ecology movement, the ethics of military technologies, the capacity of democratic institutions for a public role in setting technology policies, and science and technology literacy mechanisms. Collectively, these essays reflect the growing international concern with the role played by technological innovation in a rapidly changing world, and they point toward the formulation of concrete political platforms for informed social responses to the innovation process.

Qanats are ubiquitous, yet unseen, and a clever way to create streams where none exist in nature. For 3,000 years, they have made life possible in impossible places and still sustain life and livelihoods in many countries today. Returning to the fundamentals of political science, namely power and governance, this book studies the relationship between information technologies and global politics. Key issue-areas are carefully examined: security (including information warfare and terrorism); global consumption and production; international telecommunications; culture and identity formation; human rights; humanitarian assistance; the environment; and biotechnology. Each demonstrates the validity of the view now prevalent within international relations research—the shifting of power and the locus of authority away from the state. Three major conclusions are offered. First, the nation-state must now confront, support, or coexist with other international actors: non-governmental and intergovernmental organizations; multinational corporations; transnational social movements; and individuals. Second, our understanding of instrumental and structural powers must be reconfigured to account for digital information technologies. Finally, and perhaps most importantly, information technologies are now reconstituting actor identities and issues.
