Declining energy supplies and skyrocketing energy costs have made it essential that the Navy emphasize conservation in all sectors of its activities. This report presents a manual designed to provide housing administrators with a relatively efficient, step-by-step approach to designing and conducting a local energy conservation program over an extended time period. Principles included in the manual were based on results of previous research efforts concerned with energy conservation in the Navy. (Author).
