Spurred by a perceived growing ballistic missile threat from within the Asia-Pacific region and requests from the United States to support research and development on components of a missile defense system, the Japanese government decided in late 1998 and early 1999 to move forward with joint research and development with the United States on ballistic missile defense (BMD). But the decisions taken thus far commit Japan only to limited participation with the U.S. government on collaborative research and prototype production of theater missile defense (TMD) components. To date, Japan has undertaken no effort to develop or acquire a dedicated BMD system, nor has it assessed the larger political and strategic implications of a Japanese BMD system in any thorough or systematic manner. More important, no consensus has yet emerged in favor of the development or deployment of a full-fledged BMD system in Japan. Finally, Japan and the United States have not clarified: (1) how essential it is for Japan to participate in a more extensive program of joint research and development; (2) the extent of system interoperability that is desirable and achievable; or (3) the impact of a decision to deploy on the strategic environment in Asia.
This book examines the transformation in US thinking about the role of Ballistic Missile Defence (BMD) in national security policy since the end of the Cold War. The evolution of the BMD debate after the Cold War has been complex, complicated and punctuated. As this book shows, the debate and subsequent policy choices would often appear to reflect neither the particular requirements of the international system for US security at any given time, nor indeed the current capabilities of BMD technology. Ballistic Missile Defence and US National Security Policy traces the evolution of policy from the zero-sum debates that surrounded the Strategic Defense Initiative as Ronald Reagan left office, up to the relative political consensus that exists around a limited BMD deployment in 2012. The book shows how and why policy evolved in such a complex manner during this period, and explains the strategic reasoning and political pressures shaping BMD policy under each of the presidents who have held office since 1989. Ultimately, this volume demonstrates how relative advancements in technology, combined with growth in the perceived missile threat, gradually shifted the contours and rhythm of the domestic missile defence debate in the US towards acceptance and normalisation. Despite the rising salience of missile threats, current air and missile defense forces are far too susceptible to suppression. Today’s U.S. air and missile defense (AMD) force lacks the depth, capacity, and operational flexibility to simultaneously perform both missions. Discussions about improving AMD usually revolve around improvements to the capability and capacity of interceptors or sensors. Rather than simply doing more of the same, the joint integrated air and missile defense (IAMD) efforts might be well served by new or reinvigorated operational concepts, here discussed collectively as “Distributed Defense.” By leveraging networked integration, Distributed Defense envisions a more flexible and more dispersible air and missile defense force capable of imposing costs and dilemmas on an adversary, complicating the suppression of U.S. air and missile defenses. Although capability and capacity improvements remain essential to the high-end threats, the Distributed Defense concept focuses on creating a new architecture for today’s fielded or soon-to-be fielded IAMD force to boost flexibility and resilience.
