A runway incursion is defined as any occurrence at an airport involving the unauthorized or unplanned presence of an aircraft, vehicle, or person on the protected area of a surface designated for aircraft landings or departures. In view of a significant increase in runway incursions at Canadian airports in 1999, a sub-committee was formed to develop a national strategy to specifically address the runway incursion issue. This document is the final report of that sub-committee. It begins with a section on the methodology used to compile runway incursion data for Canada and to analyze incursion severity, frequency, and risk. Results of the analysis are presented with discussion of trends, contributing factors, and the effects of human performance on runway incursion potential. Site-specific analyses of incursions are also made for Calgary, Edmonton City, and Boundary Bay airports. Reactive & proactive mechanisms in place to avoid the incursion problem are evaluated and the report ends with recommendations regarding a national strategy.
