Excerpt from Municipal Reform Through Revision of Business Methods, New York City The following illustrations are but samples of the reforms in New York City's methods of administration that have been proceeding steadily for four years and that in the past six months have been phenomenal in both number and importance. For every illustration here given scores might easily be given. Many of the chief divisions of government are not even mentioned, as we have chosen types of advance step from conditions more generally familiar to the public. At the Budget Exhibit to be given in October, 1910, by city officials themselves, a complete list of economies and improvements will be graphically and convincingly displayed. So many and so varied have been the changes, and so numerous and disconnected, that it has been impossible for the public to appreciate their magnitude or their relation to one another. Of these changes the editor of the St. Paul Dispatch and Pioneer Press has said: "New York City is getting closer than any other city in America to the ideal of municipal administration where unit cost can be determined and its reasonableness considered."
