The purpose of this plan is to build consensus with respect to the sustainable development of airport-related industrial uses north and west of Winnipeg International Airport while protecting the airport's unrestricted 24-hour operations and safeguarding agricultural and other land from premature development. The outcome is intended to provide a land use plan and set of recommendations which will assist and guide governments and other parties in managing airport-related industrial development in a co-ordinated, timely, and efficient manner. The plan document begins with a profile of the area, existing land use and ownership, land use controls, and existing servicing. It then sets out a land use plan, beginning with the overall airport area land use concept and continuing with plans for industrial sub-zones and the staging of development. This is followed by details of infrastructure serving for the area, including a transportation and roadway network analysis, information on transportation policies, rail infrastructure, sewer and water requirements, and local municipal services; development guidelines, including recommendations regarding zoning and protection of farmland; details on the environmental concerns associated with the plan proposals, along with measures to mitigate impacts; jurisdictional and development guidelines; and a management structure for the area, with examples from the United States and alternative models such as public-private partnership and formation of a public development corporation. The final section discusses financing considerations and sources of funding.
