The major goal of the Design Team was to identify and evaluate alternatives that would increase airport capacity, improve airport efficiency, and reduce aircraft delays through 1) assessing the current airport capacity; 2) examining the causes of delay associated with the airfield, the immediate airspace, and the apron and gate-area operations; 3) evaluating capacity and delay benefits of alternative air traffic control (ATC) procedures, navigational improvements, airfield development, and operational improvements. The Design Team limited its analyses to aircraft activities within the final approach fix and on the airfield. They considered the operational benefits of the proposed airfield improvements, but did not address environmental, socioeconomic, or political issues regarding airport development.--P. 10.
