S., Etc Of all the prominent men who have led the navy in my time, I was best acquainted with the subject of this Memoir, and with Sir Geoffrey Hornby. I do not think it is altogether fancy which has led me to see almost an infinite number of parallelisms in character between Sir Cooper Key and Nelson, and between Sir Geoffrey Hornby and Jervis Each of these men had a warm admiration for the other, though Sir Geoffrey Hornby cooled somewhat towards his friend in the way that is common - Nelson setting the example - when the latter became a member of the Board of Admiralty. Yet Sir Geoffrey Hornby put on record the highest and the truest appreciation of his brother admiral. If, wrote Sir Geofi'rey, in advocating the maintenance of the Britannia as a training school, she could once in twenty years produce a per Key, she would be well worth the country's maintaining her. Alexander Milne was the pre-eminent naval administrator of the Victorian Royal Navy, spending eighteen years at the Admiralty between 1847 and 1876, over six of them as First Naval Lord. His administrative career coincided exactly with the greatest technological upheaval in warfare at sea since sails supplanted oars, and he played an important role in almost every step of the Navy's transformation from sail to steam, wood to iron, and in the equally critical processes of devising a modern system of recruiting and training enlisted personnel, and evolving a coherent strategy suitable for a steam-powered fleet. This collection is drawn from a rich documentary record of Milne's and the Board's labours during the late 1840s and 1850s. This is an important new history of decision-making and policy-making in the British Admiralty from Trafalgar to the aftermath of Jutland. C. I. Hamilton explores the role of technological change, the global balance of power and, in particular, of finance and the First World War in shaping decision-making and organisational development within the Admiralty. He shows that decision-making was found not so much in the hands of the Board but at first largely in the hands of individuals, then groups or committees, and finally certain permanent bureaucracies. The latter bodies, such as the Naval Staff, were crucial to the development of policy-making as was the civil service Secretariat under the Permanent Secretary. By the 1920s the Admiralty had become not just a proper policy-making organisation, but for the first time a thoroughly civil-military one.
