This paper analyzes the benefits from female education (who gains and in what ways) and the constraints (direct and opportunity costs, reflecting economics and tradition). It then outlines promising approaches for increasing female education. The demand for female education can be strengthened gradually through economic and sectoral policies that increase the returns. But, this paper focuses on education policies, many of which could be adopted now, to lower the costs, improve the quality, and increase access to education in ways that will allow more girls to attend school. It reports evidence of effectiveness and gives examples, particularly from projects involving the World Bank. Especially in poor countries, projects succeed best when they include a "package approach" to address what are typically multiple and powerful constraints to female education. The paper calls for increased monitoring and testing the cost-effectiveness of the kind of innovative packages now being tried in several developing countries.
This book explores how humanitarian interventions for children in difficult circumstances engage in affective commodification of disadvantaged childhoods. The chapters consider how transnational charitable industries are created and mobilized around childhood need—highlighting children in situations of war and poverty, and with indeterminate access to health and education—to redirect global resource flows and sentiments in order to address concerns of child suffering. The authors discuss examples from around the world to show how, as much as these processes can help achieve the goals of aid organizations, such practices can also perpetuate the conditions that organizations seek to alleviate and thereby endanger the very children they intend to help.

Annotation Makes recommendations for removing the barriers women face in contributing to and benefiting from sustainable economic development. International experience has proved that support for a stronger role for women in society contributes to economic growth through improved child survival rates, better family health, and reduced fertility rates. Nevertheless, women still face many barriers in contributing to and benefiting from development. These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations. Although significant steps have already been taken in this direction, there remains a long road ahead. International development efforts aimed at improving girls’ lives and education have been well-intended, somewhat effective, but ultimately short-sighted and incomplete. This is because international development efforts often operate under a reductive understanding of the term 'gender' and how it influences the lives of girls and boys. Gender is more commonly conceived by international efforts as characteristics which are ascribed to girls as norms for behaviour. In particular, the analysis in Gender Trouble Makers focuses on the social constructions of gender and the ways in which gender was reinforced and maintained through a case study in rural Nepal. In developing countries like Nepal, promoting access to and participation in existing formal education programme is clearly necessary, but it is not, in itself, sufficient to transform gender power relations in the broader society. When gender is properly addressed as a process, then all stakeholders involved - researchers, governmental officials, and community members - can begin to understand and devise more effective ways to increase both girl and boy students’ enrollment, participation, and success in school.
