Lathrop, of the Legislative Reference Department, who has brought the same down to date. The laws referring to rogues, tramps, vagabonds and vagrant children have been included with the laws relating to vagrancy. Several of the states have, in their statutes, defined various offenses, including vagrancy, as an aid to framing municipal ordinances. In other states, where home rule prevails, this function has been left to the municipality. In this compilation such definition, for purely municipal purposes, has not been included.
