This book examines the international factors such as enforced democracy and globalization that have affected the Great Lakes region of Africa. The horrendous consequences in terms of violence and human suffering of the events in this area have been exhibited in the media, however news coverage after 1994 was at times unreliable. This book takes a look at life since then, adopting an independent, and on occasion controversial perspective.
Reparation for victims of gross and systematic human rights violations is a contemporary issue gaining increased attention in both national and international politics. Post-conflict societies have to face the legacies of the dark past and dealing with a large group of victims is one of them. Transitional justice mechanisms trying to cope with the past should not overlook the issue of reparation. This research demonstrates how reparation for victims of gross and systematic human rights violations differs from reparation for isolated violations. The Rwandan case study unveils the role of victim organisations in and the competition and politicisation of the reparation debate. Although reparation for victims is a crucial element in transitional justice, it becomes clear that the way in which the reparation debate unfolds does not necessarily contribute to the peaceful future of a post-conflict society. This study argues that remedying the process and debate of the search for reparation will lead to an improved and more constructive reparation policy. Heidy Rombouts is a legal and social scientist (1997, Master of Laws; 1999, Master in Social and Political Sciences, Catholic University of Leuven). In 2004 she obtained a PhD degree in Social and Political Sciences at the University of Antwerp for her research on victim organisations and the politics of reparation. For several years she has been conducting research on transitional justice, human rights and post-conflict situations, including extensive field research in South Africa and Rwanda.
This book examines a decade-long period of instability, violence and state decay in Central Africa from 1996, when the war started, to 2006, when elections formally ended the political transition in the Democratic Republic of Congo. A unique combination of circumstances explain the unravelling of the conflicts: the collapsed Zairian/Congolese state; the continuation of the Rwandan civil war across borders; the shifting alliances in the region; the politics of identity in Rwanda, Burundi and eastern DRC; the ineptitude of the international community; and the emergence of privatized and criminalized public spaces and economies, linked to the global economy, but largely disconnected from the state - on whose territory the "entrepreneurs of insecurity" function. As a complement to the existing literature, this book seeks to provide an in-depth analysis of concurrent developments in Zaire/DRC, Rwanda, Burundi and Uganda in African and international contexts. By adopting a non-chronological approach, it attempts to show the dynamics of the inter-relationships between these realms and offers a toolkit for understanding the past and future of Central Africa.
Multiparty elections have become the bellwether by which all democracies are judged, and the spread of these systems across Africa has been widely hailed as a sign of the continent’s progress towards stability and prosperity. But such elections bring their own challenges, particularly the often intense internecine violence following disputed results. While the consequences of such violence can be profound, undermining the legitimacy of the democratic process and in some cases plunging countries into civil war or renewed dictatorship, little is known about the causes. By mapping, analysing and comparing instances of election violence in different localities across Africa – including Kenya, Ivory Coast and Uganda – this collection of detailed case studies sheds light on the underlying dynamics and sub-national causes behind electoral conflicts, revealing them to be the result of a complex interplay between democratisation and the older, patronage-based system of ‘Big Man’ politics. Burundi has experienced conflict throughout most of its history since independence in 1962. The violence has generally been interpreted as ethnic, but, as this Report demonstrates has in fact been of a distinctly political nature, manipulated by elites wishing to capture or maintain power. Ethnicity has proved a strong mobilising force where a numerical minority – the Tutsi – currently controls much of the state, including the army; and the numerical majority – the Hutu – are politically and economically marginalized. Please note that the terminology in the fields of minority rights and indigenous peoples’ rights has changed over time. MRG strives to reflect these changes as well as respect the right to self-identification on the part of minorities and indigenous peoples. At the same time, after over 50 years’ work, we know that our archive is of considerable interest to activists and researchers. Therefore, we make available as much of our back catalogue as possible, while being aware that the language used may not reflect current thinking on these issues.
How can the salience of ethnicity in Rwandan and Burundian politics be overcome? How can this salience be approached analytically? And why, exactly, is it that it is potentially conflict-prone? This book gives answers to these questions on the basis of what Rwandan and Burundian interviewees expressed as taken for granted and real. In particular, it focuses on different political institutional models, and how they help to overcome an ethnic interpretation of political and social exclusion. Despite the diverging institutional approaches to dealing with ethnic cleavages, the qualitative analysis shows that political and social exclusion, in particular the distribution of power, are interpreted in ethnic terms in both countries. Focusing on notions taken for granted by Rwandan and Burundian interviewees, the book demonstrates, how deeply intertwined ethnicity and politics are in Rwanda and Burundi today.
The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
Sometimes called “the land of a thousand hills,” Rwanda has witnessed upheavals of massive proportions. Looking at the people of one hill community, Danielle de Lame shows how they coped with unprecedented change during the twilight years of Rwanda’s Second Republic. In an insightful, meticulously researched study focusing on the late 1980s and early 1990s, de Lame situates this rural community, located at the heart of the Kibuye prefecture, within the larger context of Rwandan history and society. In this country without villages, it is the networks of kinship, administration, and commerce that create complex patterns of solidarity and dependency. De Lame reveals these patterns in all their intricacy, and her treatment of the region and its rhythms speaks at the same time to the economics of production, the inequalities of power, and the dynamics of social transformation.
