Irondequoit Creek has had a recorded history of flooding for more than a hundred years. The increasing urbanization and encroachment into the plain has increased the flood damage costs in recent years. Twenty floodprone areas in the Irondequoit Creek Watershed were identified in a survey completed in 1968 by the Corps of Engineers, Buffalo district. The 20 floodprone areas were reviewed and evaluated to determine if there was a need or justification for proposing a structural flood control project. The area in the vicinity of Panorama Plaza was the only area recommended for structural flood protection. Seven alternatives for Panorama Plaza were evaluated. Of these, three were considered further. They are: a no action plan, structural alternative (levee/floodwall plan), and a nonstructural plan. The structural alternative was designed and evaluated for a 50-year, 100-year, 500-year, and SPF levels of flood protection. Alternative B was originally selected as the recommended plan. Alternative B is a levee/floodwall plan designed with a selected 500-year level of protection. The plan includes both environmental and recreational enhancement measures. The remainder of the watershed could be offered flood relief through nonstructural alternatives. The nonstructural alternatives investigated are flood warning, permanent flood evacuation, floodproofing, flood insurance, and flood plain regulation.
