Research infrastructures are facilities, resources and services that are used by the research communities to conduct research and foster innovation in their fields. They may be used beyond research, e.g. for education or public services. The H2020 RI programme sets out to use the accumulated talent and resources of science capability across the EU to develop new advanced research infrastructures, widen the access to existing ones, network and interoperate national ones of wider interest and work together with third countries on global infrastructures and to address global problems. To do this H2020 RI also develops policy, provides training, and fosters workshops, studies and meetings to hone ideas and find the best ways of delivering and running infrastructures effectively. The programme title is H2020 European research infrastructures (including einfrastructures) because the programme includes infrastructure to provide the scientific community with access to advanced and networked computing and many other services. These in turn support the rapidly-growing number of data-driven research infrastructures which are enabling the sharing and comparative study of information and research results across Europe and between disciplines. The computing and data infrastructures are together forming the basis of the European Digital Open Market, a key element in plans to build prosperity, jobs and well-being across Europe. Most of H2020 RI is managed by DG RTD. The e-Infrastructures component is managed by DG CNECT, where it sits alongside officials responsible for the wider aspects of the digital economy, and the two teams work closely together. H2020 RI is a direct successor to previous Framework programmes and represents the latest component of a long-term effort to realise an effective and developing research infrastructure provision for Europe. The Commission is helped in doing this by two groups: ESFRI (European Strategy Forum for Research Infrastructures) and e-IRG (e- Infrastructures Reflection Group). These groups play a major role in connecting the programme to the scientific communities and, in the case of ESFRI, to Research Ministers in member states.

The framework programmes are the EU's main instruments for the funding of research and innovation in Europe. Horizon 2020 is the eighth EU's framework programme for research and innovation for the period 2014-2020 with a budget of nearly EUR 77 billion. Horizon 2020 was designed to drive economic growth and create jobs by coupling research and innovation with an emphasis on excellent science, industrial leadership and tackling societal challenges. The general objective is to contribute to the EU's overarching jobs and growth strategy by: helping to build a society and an economy based on knowledge and innovation across the Union; by leveraging additional research, development and innovation funding; and by contributing to attaining research and innovation targets, including the target of investing 3% of GDP in research and innovation across the Union by 2020. The interim evaluation of Horizon 2020 demonstrates that Horizon 2020 is an attractive and well-performing programme, highly relevant for stakeholders. It goes in the right direction in delivering value for money and is on course to meet its knowledge-creating objectives. However there are areas for improvement such as oversubscription; stimulating breakthroughs, market-creating innovation, in particular by SMEs, and scaling up to EU level; and bringing results to citizens and involving them more. The results of this interim evaluation will help improve the implementation of Horizon 2020 in its last work programme 2018-2020, to provide input to the report of the High Level Expert Group on maximizing the impact of EU research and innovation programmes and it will inform the design of future framework programmes.

His report is part of a study combining a back-to-back-approach for the ex-post evaluation of Horizon 2020 and the interim evaluation of Horizon Europe with a thematic focus on Green Transition aspects and the long-term impact of the Framework Programme(s). It constitutes the final report for phase 1 (Horizon 2020). This evaluation study covers all activities of the European Framework Programmes in the impact area Green Transition, i.e., all related activities in Horizon 2020 (2014-2020) and the first phase of Horizon Europe. It notably covers four Societal Challenges under Horizon 2020: SC2, SC3, SC4, and SC5. This evaluation study also assesses European partnerships under the Framework Programme active in Green Transition-related fields with a legal obligation for evaluation (Joint Undertakings, Knowledge and Innovation Communities, Art. 185 or 187 TFEU), as well as the JRC. Other partnerships relevant for the Green Transition (Horizon 2020 contractual public-private partnerships, EJP Co Funds, Joint Programming Initiatives, ERA Nets) are taken into account as part of the evaluation of the thematic areas. To conduct the evaluation, a specific methodological approach was designed during the inception phase, in agreement with the steering committee. The selected methodological approach mixed various data collection and data analysis tools (e.g. bibliometrics, case study, survey, benchmarking). The different tools mobilised throughout the evaluation enabled the collection of evidence to answer the various evaluative questions considered under this evaluation.

This book conceptualizes the EU’s ambition at exercising a “joined up approach” (i.e. the mobilization of EU sectoral policies to realize EU foreign policy goals towards a third country). The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland).
