Urbanization occurs in tandem with development. Countries in Southeast Asia need to build - individually and collectively - the capacity of their cities and towns to promote economic growth and development, to make urban development more sustainable, to mitigate and adapt to climate change, and to ensure that all groups in society share in the development. This book is a result of a series of regional discussions by experts and practitioners involved in the urban and planning of their countries. It highlights urbanization issues that have implications for regional - including ASEAN - cooperation, and provides practical recommendations for policymakers. It is a first step towards assisting governments in the region to take advantage of existing collaborative partnerships to address the urban transformation that Southeast Asia is experiencing today.
Infrastructure is essential for development. This report presents a snapshot of the current condition of developing Asia's infrastructure---defined here as transport, power, telecommunications, and water supply and sanitation. It examines how much the region has been investing in infrastructure and what will likely be needed through 2030. Finally, it analyzes the financial and institutional challenges that will shape future infrastructure investment and development.

This book analyses how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions. With a focus on the role played by infrastructure and public policies in facilitating this process, it provides a detailed and up-to-date discussion of issues, innovations, and progress. Developing Asia's demand for high-quality, integrated infrastructure requires a steady but equitable supply of land. However, obtaining rights over land can be complicated by hurdles imposed by geography, settlement patterns, conflicting cultures, sociopolitical factors, and land use problems unique to each country. This timely volume identifies policies that can balance the rights and interests of first nations' peoples, informal settlers, and rural landowners against the development imperatives of land procurement for the greater public good. It provides instructive case studies of the state of Asian land registration, eminent domain, and redevelopment in situations of vulnerable communities. The collected chapters also propose and assess some promising models that might be customized to local conditions, such as long-term land leasing with options to buy. First, the book documents the evolution of Asia's infrastructure over the past half-century and reviews existing literature on the role of infrastructure investment in supporting growth and social development. It highlights the positive impact of mass transit investments on land and property values, and the possibility of taxing the increase in values to finance these investments. It then examines Asia's current practices and new solutions that can help meet the infrastructure gap. It discusses the role of institutions, how innovation can foster energy infrastructure investments, and the role of bond markets in infrastructure investments. The book explores ASEAN+3 efforts in developing local currency bond markets to provide long-term local financing for infrastructure investment while providing financial resilience. It also examines the use of green bonds to finance sustainable growth in Asia.
This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline
Urbanization in Asia is expected to reach 55% by 2030 and 64% by 2050 to constitute 53% of the world's urban population and contribute half the world's gross domestic product. But as cities swell, they also struggle with environmental degradation, traffic congestion, inadequate urban infrastructure, and lack of basic civic services. This manual prepared by Urban Sector Group of the Asian Development Bank (ADB) provides guidelines for conducting rapid urban assessments. It is guided by the Urban Operational Plan 2012-2020 which outlines ADB's support to its members in developing their urban economies through the 3E approach (Economy, Environment, and Equity). It presents a framework providing a context for the city-level 3E tool kits (Tool Kit for Rapid Economic Assessment, Planning, and Development of Cities in Asia; Green City Development Tool Kit; and Enabling Inclusive Cities: Tool Kit for Inclusive Urban Development).
This tool kit presents an integrated approach to inclusive urban development and was prepared for ADB staff and their partners to engage in inclusive urban development programming and implementation as an integral component of ADB’s lending programs. It presents methods to gather required information on a particular context and location for inclusive urban development; to decide priorities; and to plan, design, and implement inclusive urban projects. The operational focus is provided by practical guidelines and criteria for inclusive urban development projects and is designed to stimulate innovation in the solution and approaches that define inclusive urban development projects.
