Despite the significance of the Taiwan issue to US-China relations as well as regional stability in the Asia-Pacific, one could hardly find a comprehensive and thorough study of China's Taiwan policy. This book aims to make up for the deficit by providing a systematic and in-depth analysis of the evolution of China's Taiwan policy over the past six decades, against the backdrop of a three-player game involving Beijing, Washington and Taipei. The intention is to show that despite Beijing's uncompromising adherence to the One-China principle, China's leaders have maintained remarkable flexibility in interpreting and implementing it. Moreover, while domestic factors (e.g., nationalistic sentiment, political stability, and economic development) do affect Beijing's calculus, China's Taiwan policy invariably accords with the ups and downs in its international environment, especially the complexities of the US-China relations.

China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it ­­is not merely a security problem, but a ganglion of interrelated puzzles. The optimistic hope of the Ma Ying-jeou administration for a new era of peace and cooperation foundered on a landslide victory by the Democratic Progressive Party, which has made clear its intent to distance Taiwan from China’s political embrace. Ever since Chiang Kai-shek and his Kuomintang evacuated to Taiwan at the end of the Chinese Civil War in 1949, China and Taiwan have been divided by a fundamental and irreconcilable sovereignty dispute over Taiwan’s international status. In addition, the United States has played a central role in the rivalry between Beijing and Taipei. Despite the immutable nature of this sovereignty dispute between China and Taiwan, the triangular relations among Beijing, Taipei, and Washington have changed quite considerably over time. Over the last three decades, for example, relations in the Taiwan Strait were fairly tranquil during the 1980s and early 1990s, became much tenser from 1995 to 2008, and then reverted to amicable relations among China, Taiwan, and the United States after the election of a new Taiwanese President in 2008. This book seeks to understand and analyze the relations among China, Taiwan, and the United States in the early twenty-first century. In particular, it explores what causes change in the relations among Beijing, Taipei, and Washington and how stable the new era is likely to be. Consequently, special emphasis is placed on the factors promoting change or stability in the interactions among these three countries and upon the policy choices facing their governments. The major topics include the dynamics of the “strategic triangle” that defines cross-Strait relations (Chapters 2 to 4 and 8), the domestic politics and policies of Taiwan and China (Chapters 3 to 8), and the growing economic integration across the Taiwan Strait (Chapters 9 to 12). Overall, the future of this trilateral relationship appears to be fairly open-ended. The two Taiwan Strait crises took place during a particularly tense period of the Cold War. Although each incident was relatively brief, their consequences loom large. Based on analyses of newly available documents from Beijing, Taipei, and Washington, Pang Yang Huei challenges conventional wisdom that claims Sino-US misperceptions of each other’s strategic concerns were critical in the 1950s. In recent years there have been reports of actions purportedly taken by People's Liberation Army (PLA) units without civilian authorization, and of Chinese Communist Party (CCP) civilian leaders seeking to curry favor with the military—suggesting that a nationalistic and increasingly influential PLA is driving more assertive Chinese policies on a range of military and sovereignty issues. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises.
