The workshop agreed that an international instrument on small-scale fisheries and a related programme would be important tools for securing sustainable small-scale fisheries. It recommended that a small-scale fisheries international instrument and assistance programme should be informed by human rights principles and existing instruments relevant to good governance and sustainable development, comprise the ecosystem approach to fisheries (EAF) as a guiding principle for resource management and development, and incorporate Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) as an integral part considering that DRM is a continuum process, before, during and after a disaster.

Este documento presenta el informe de la decimosexta Reunión Ordinaria de la Comisión de Pesca en Pequeña Escala, Artesanal y Acuicultura para América Latina y el Caribe (COPPESAALC), celebrada en la Habana, Cuba, del 3 al 6 de septiembre de 2019. La Secretaría de la Comisión facilitó información sobre el estado de situación de la pesca marina, continental y acuicultura en los países miembros de la Comisión y los principales retos para el desarrollo sostenible del sector; así como estrategias para incrementar su contribución a la Agenda 2030. La Comisión debatió sobre los retos y desafíos para el desarrollo sostenible de la pesca en pequeña escala, artesanal y acuicultura en sus países, agradeciendo a la Secretaría de la Comisión los esfuerzos realizados para implementar acciones de seguimiento a las recomendaciones de la sesión anterior. La Comisión coincidió en continuar trabajando en torno a las líneas acordadas en la Reunión Internacional de Alto Nivel sobre la Iniciativa Crecimiento Azul para América Latina y el Caribe, particularmente el fortalecimiento de capacidades a través de mecanismos de cooperación Sur-Sur y Triangular; el impulso a la acuicultura, mejorando las capacidades de los acuicultores en materia de alimentos alternativos de bajo costo. Estas actividades se vieron reflejadas en el Plan de Trabajo formulado para el bienio 2020-2021. La Comisión emitió recomendaciones a la Secretaría, a los gobiernos y a la XXXVI Conferencia Regional de FAO-RLC a celebrarse el primer trimestre de 2020.

The understanding that some pesticides are more hazardous than others is well established. Recognition of this is reflected by the World Health Organization (WHO) Recommended Classification of Pesticides by Hazard, which was first published in 1975. The document classifies pesticides in one of five hazard classes according to their acute toxicity. In 2002, the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) was introduced, which in addition to acute toxicity also provides classification of chemicals according to their chronic health hazards and environmental hazards.

This report considers the biological and behavioral mechanisms that may underlie the pathogenicity of tobacco smoke. Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.
