In 417, or per cent, of the 516 cities reporting, the board is elected by the people; and in 99, or per cent, it is appointed by the mayor, city council, or commission. Of the 99 boards appointed, 32 are appointed by the mayor and 67 by the council or commission. Most of the States having general laws regarding the method Of choosing city school boards provide for election by the people. (see p. Students of school administration almost without exception favor an elec tive board, especially in the smaller cities. They say that appointment by the mayor or city council places the schools too far away from the people, and that the people take more interest in the schools if they elect the board. It is pointed out that in some cities where boards are appointed the mayor or the members of the city council control the schools to a very great degree, so' that anyone seeking an appointment or a contract needs only to Obtain the approval of the mayor or the members of the council. In brief, an appointive board is too often the tool of the mayor or council, many times not working for the inter est Of the schools but for the interest of party. If the council appoints, there is temptation on the part of its individual members to dictate policies to the school board and to influence it to elect such janitors and teachers as they may suggest. In other words, appointment by either the mayor or city council tends to entangle the schools in petty city and ward politics. Excerpt from Council Government Versus Mayor Government We are first of all confronted with the argument from our own municipal experience. We are told that the American city council has proved itself in practice unfit to be trusted. Its powers have been taken away only because it has abused them. Whatever methods of election or of organization have been tried, it has been found impossible to secure good council men. The system of council rule worked well enough in the early days, with simple administrative problems and a compara tively high qualification for the electorate. But with the intro duction of universal suffrage, the influx of foreign immigrants, the intrusion of party politics and the growth of municipal functions, the system broke down completely. These state ments are usually made as if they were self-evident common places of history. Seldom is any detailed study brought to their support. But historical evidence must be handled with the greatest care in order to be conclusive. Failure rightly to analyze causes and effects and to take account of differences in conditions is apt to vitiate our reasoning. Not yet have we suflicient knowledge of municipal history or suflicient outlook into the future to justify dogmatic conclusions as to the relative success of council rule and mayor rule. A few considerations may be presented, however, which show how comparatively weak is this argument in favor of the mayor system from our experience in city government. Excerpt from The State's Provisions for Higher Education: January 19, 1942 The four institutions of higher education were all opened within three or four years after their establishment, Each was under the control of a local executive board, under the general supervision of the state board of education. In 1909, the powers of the local executive boards were more closely defined and the state board of education assumed more power. In 1915, the four institutions of higher education were combined into the University of Montana, under the executive control of an officer, titled chancellor. This officer was appointed in 1915, and opened the chancellor's office in 1916. However, the local executive boards were retained, and still exist, even though their functions were taken from them. In 1953, legislative appropriation for the posi tion of chancellor was discontinued and the office of the chancellor was left in charge of the executive secretary, who had worked in the central office under the chancellor. Still later, the office of the executive secretary became vacant, and an office employe became acting executive secretary. The presidents now serve directly under the state board of education and for matters of common con cern the presidents form a council to advise the board. In 1927, the legislative assembly established Eastern Montana Normal School. This school was located by the state board of education at Billings.
