The Federal Democratic Government of Ethiopia has declared its unequivocal commitment to the equitable socioeconomic development of women, with the announcement of its National Policy on Women in 1993 and the promulgation of a new constitution in 1995. However, the implementation of the policy is proving to be a formidable task. The paper highlights these challenges and discusses legal, regulatory, and institutional issues that may impede the implementation of the policy.
Having just emerged from a prolonged civil war and faced with the urgent tasks of establishing political stability and reinvigorating an economy in tatters, the Transitional Government of Ethiopia (1991-1995) had to set a new direction for the economic reconstruction and social rehabilitation of the warn-torn and poverty-ridden country. During the Transitional Period a spate of new policies and strategies defining the development priorities, goals and implementation instruments of the new regime led by the EPRDF was introduced. This work is a synthesis of various sectoral policies and an attempt to trace the genesis of the policies, highlight the continuities, significant departures and other salient features. Each of the reviews in this digest briefly analyses the critical elements of the policies, identifies major gaps in the conceptualisation of the policy as well as the achievements registered and the challenges encountered in its implementation. The authors also try to identify the outstanding issues to be addressed by policymakers and suggest remedies. The policy reviews have been grouped into three parts and presented under social, economic and governance sectors.

The writings in this edition explore historical and contemporary issues in Ethiopia as the country underwent change and celebrated its new millennium. However, despite the recognizance of socio-economic and political changes, Ethiopia still faces enduring problems and challenges to its stability and continuity. The political past haunts the country while it is facing the future with optimism and hope. The contributors in this edition examine historical and contemporaneous issues with different lenses; they investigate the multiplicity and complexity of the contradictions that define traditional and modern Ethiopia. The contributions highlight the significance of the instability, dislocation, conflict and transformation inherent in any society. None of these writings, however, celebrate the forces that create the conflict; they are cautious not to glorify the present and romanticize the past. On the contrary, they seek to contextualize the challenges which the country faces with a view to open a dialogue, not exclusively among Ethiopians, but with scholars and social activists in the rest of Africa, as well as the international community. The contributions cover and examine such important topics as historiography, political power and legitimacy, ideology and radical views, knowledge transmission and modernity, emigration and the Ethiopian Diaspora, ethnic and linguistic identity, patriarchy and feminist discourses in a traditional society, public policies and economic development, traditional and modern art and culture, and neo-liberalism and globalization. 'Gender and Governance in Rural Services' provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. It provides empirical microlevel evidence on how different accountability mechanisms for agricultural advisory services and drinking water provision work in practice, and analyzes factors that influence the suitability of different governance reform strategies that aim at making service provision more gender responsive. It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. The book is intended for use by a wide audience interested in agricultural and rural service provision, including researchers, members of the public administration, policy makers, and staff from nongovernmental organizations (NGOs) and international development agencies who are involved in the design and management of reform efforts, projects, and programs dealing with rural service provision.
This book examines how fiscal policy and management can promote gender equality in developing as well as developed countries. Providing an international look at gender budgeting, it draws on countries at different levels of development, with an emphasis on low-income developing countries. It introduces the reader to the main trends in gender equality, the key ideas and rationale of gender budgeting from a fiscal policy perspective and where gender budgeting fits into public financial management. As part of the Bank's poverty reduction mandate, the Bank's 1994 Operational Policy on Gender Dimensions of Development aimed to reduce gender disparity and increase the participation of women in the economic development of their countries. This evaluation examines the relevance and results of this policy.
The global recognition of the unjust discrimination and violence that women, particularly women in developing countries, have been subjected has led to the adoption of numerous international legal instruments that underscored the importance of the human rights of women. This country report identifies Ethiopian laws that do not conform to internationally accepted standards. It also examines legal and regulatory reform as a critical tool for promoting gender-sensitive human development in Africa, highlights problems related to law enforcement mechanisms, and proposes alternative solutions.
The African Development Bank's (AfDB) Addis Ababa Forum in June 2003 focused on the role of women entrepreneurs in private sector development, poverty reduction, and sustainable growth and development.
