Presents findings and recommendations from a review of the Federal Real Property Act, conducted to: examine the degree to which federal real property transactions comply with the Act, its regulations, and Treasury Board real property policies; determine the extent to which the intent of the Act and Treasury Board policies are being met in the government's real property practices; and identify potential improvements to the legislation, policies, and practices. Data for the review came from interviews with real property managers from 12 custodian departments and a review of 485 transactions of all types and from all parts of Canada. Issues discussed include delegations within departments, proof of administration, payment on purchases, the priority circulation policy, appraisals and estimates, involvement of government departments, timeliness and efficiency of transactions, and filing of documentation. Appendices include data on real property transactions and excerpts from departmental audits.
