Previous work on Hurricanes Katrina and Rita identified fraud, waste, and abuse resulting from a lack of fraud-prevention controls within the FEMA assistance programs. For ex., FEMA did not verify the identities or addresses of individuals applying for aid under its Individuals and Households Program. FEMA also did not verify the eligibility of individuals seeking shelter in FEMA-paid-for hotels and made duplicate payments to individuals who applied multiple times. The auditor conducted undercover tests during the response to Hurricanes Gustav and Ike. This report discusses: (1) whether FEMA's controls have improved since Katrina and Rita; and (2) issues identified related to the customer service that FEMA provided. Includes recommendations. Key recent events ¿ the 2001 terrorist attacks, Hurricane Katrina, and the H1N1 influenza (¿flu¿) pandemic, among others ¿ sharpened congressional interest in the nation¿s ability to respond to health threats. For the response to health emergencies, most authority resides with state and local governments, and most capacity resides in the private sector. The federal government plays a key role, however, providing numerous forms of assistance for planning and preparedness, as well as for response and recovery. This report summarizes key issues in domestic public health and medical preparedness and response, and discusses selected federal programs. It discusses issues regarding government leadership, organization, and capacity; health system preparedness and response; the development, procurement, and use of countermeasures; and the defense against specific threats, including foodborne outbreaks and bioterrorism, among others. Figures. This is a print on demand report.

Hurricane Katrina (HK) severely tested disaster mgmt. at the fed., state, and local levels and revealed weaknesses in the basic elements -- leadership, capabilities, and accountability -- of preparing for, responding to, and recovering from disasters. In October 2006, Congress enacted the Post-Katrina Act to address issues identified in the response to HK. In Nov. 2008, the Dept. of Homeland Security (DHS) and FEMA had preliminary efforts under way to address most of the provisions, but also identified areas that required further action. This statement discusses basic elements related to: (1) findings from the response to HK; (2) provisions of the Post-Katrina Act; and (3) actions DHS and FEMA have taken to implement these provisions.

GAO's previous work on Hurricanes Katrina and Rita identified fraud, waste, and abuse resulting from a lack of fraud-prevention controls within the Federal Emergency Management Agency's (FEMA) assistance programs. For example, FEMA did not verify the identities or addresses of individuals applying for aid under its Individuals and Households Program (IHP). FEMA also did not verify the eligibility of individuals seeking shelter in FEMA-paid-for hotels and made duplicate payments to individuals who applied multiple times. GAO made numerous recommendations designed to improve these controls. To follow up on this work, GAO conducted undercover tests of the IHP process during the response to Hurricanes Gustav and Ike. This report discusses (1) whether FEMA's controls have improved since Katrina and Rita and (2) issues GAO identified related to the customer service that FEMA provided. GAO submitted bogus applications for disaster assistance, met with FEMA officials, and contacted actual disaster victims to determine their experiences applying for aid.
