Human capital is an important factor for economic growth in South Asia. Between 1981 and 2010, human capital contributed about 22% of annual gross domestic product per worker growth in India. During the same period, it contributed around 21% in Bangladesh, and 16% in Sri Lanka. However, education and skills remain the binding constraint. Raising the quality of education and skills in South Asia's workforce can play a critical role in catching up to the level of development of the People's Republic of China, the Republic of Korea, and other successful Southeast Asian economies. This study reviews the development of human capital in South Asia and analyzes contributing factors to human development including policies and strategies that countries in South Asia follow.

This book sheds light on social policies in six South Asian countries introduced between 2003 and 2013, examining the ways in which these policies have come about, and what this reflects about the nature of the state in each of these countries. It offers a detailed analysis of the nature of these policies introduced in recent years in Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka, and illustrates the similarities and differences in policy approaches amongst the six countries. Through this analysis, the book explores the thesis of whether there is a particular type of ‘developmental welfare state’ that can be observed across South Asia. The focus is on social policies or policies designed to address poverty and deliver welfare at the level of programming and design, i.e. the stated intent of these policies. The book also presents an analysis of the fiscal space available in each of the six countries, thereby drawing conclusions about the financial feasibility of a ‘developmental welfare state’ model in the region. This comprehensive book uniquely explores critical aspects of policy debates on a possible move from welfare to ‘rights’. It introduces students and researchers in development studies, social policy and South Asian studies to innovative welfare programmes in South Asia and gives a new perspective on the nature and patterns of welfare in South Asia with the view of tackling inequality and promoting well-being.
This book explores human well-being in South Asia from a policy dimension. This book explores the ways in which non-state actors (NSAs) in South Asia are involved in securitizing non-traditional security challenges in the region at the sub-state level. South Asia is the epicentre of some of the most significant international security challenges today. Yet, the complexities of the region’s security dynamics remain under-researched. While traditional security issues, such as inter-state war, border disputes and the threat of nuclear devastation in South Asia, remain high on the agendas of policy-makers and academics both within and beyond the region, scant attention has been paid to non-traditional or ‘new’ security challenges. Drawing on various case studies, this work offers an innovative analysis of how NSAs in South Asia are shaping security discourses in the region and tackling security challenges at the sub-state level. Through its critique of securitization theory, the book calls for a new approach to studying security practices in South Asia – one which considers NSAs as legitimate security actors. This book will be of much interest to students of security studies, Asian security, Asian politics, critical security studies, and IR in general.

South Asia has created nearly 800,000 jobs per month during the last decade. Robust economic growth in large parts of the region has created better jobs -- those that pay higher wages for wage workers and reduce poverty for the self-employed, the largest segment of the region s employed. Going forward, South Asia faces the enormous challenge of absorbing 1 to 1.2 million entrants to the labor force every month for the next two decades at rising levels of productivity. This calls for an agenda that cuts across sectors and includes improving the reliability of electricity supply for firms in both urban and rural settings, dealing decisively with issues of governance and corruption, making access to land easier for urban informal firms and strengthening transport links between rural firms and their markets. It requires improving nutrition in early childhood to avoid cognitive impairment, intensifying the focus on quality of learning in education systems, equipping workers with the skills that employers demand, and reorienting labor market regulations and programs to protect workers rather than jobs. The continuance of high economic growth to help improve job quality is not assured. But the region s demography can provide a favorable tailwind. The growth of workers exceeds that of dependents in much of the region. The resources saved from having fewer dependents can be shifted to high-priority investments in physical and human capital accumulation necessary to create productive jobs in countries with an enabling policy framework. But the demographic window of opportunity is open for only the next three decades, a fact which lends urgency to the reform agenda. This book will be of interest to policy makers, their advisers, researchers and students of economics who seek solutions, not only to the challenge of creating more and better jobs in South Asia but globally as well.
