The Central Asian republics represent the poorest area of the former Soviet Union and this book contains the first rigorous analysis of household living standards in the region. Part I deals with methodological issues of measuring household welfare in transition, Part II quantifies living standards in various ways, and Part III looks at support given by the state, firms, other households and NGOs - the 'mixed economy' of welfare provision. The book is characterised by analysis of newly available survey data.

This book considers the applicability and use of civil society, both as a concept and in practice, in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The volume examines whether civil society organisations (CSOs) are a progressive force for change, or a safety net. Various forms of CSOs are investigated: NGOs and community based organisations, trade unions, political parties and religious groups, as well as more long-standing soviet and traditional institutions and practices. The book contains lessons and perspectives about civil society growth across time, and considers future directions.
This study addresses the experience of, and responses to poverty in a range of transition economies including Russia, Ukraine, Hungary, Slovenia, Uzbekistan, Romania, Albania and Macedonia. It covers topics such as the definition of poverty lines and the measurement of poverty; the role of income-in-kind in supporting families; homelessness and destitution; housing; the design, targeting and administration of welfare; and personal responses to economic transition.
The 9/11 attacks, the U.S. invasion of Afghanistan, and the oil boom of recent years have greatly increased the strategic importance of resource-rich Central Asia, making an understanding of its economic--and therefore political--prospects more important than ever. In The Central Asian Economies Since Independence, Richard Pomfret provides a concise and up-to-date analysis of the huge changes undergone by the economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan since the collapse of the Soviet Union in 1991. The book assesses the economic prospects of each country, and the likelihood that economic conditions will spur major political changes. With independent chapters on each country, and chapters analyzing their comparative economic performance, the book highlights similarities and differences. Facing common problems caused by the breakdown of Soviet economic relations and the hyperinflation of the early 1990s, these countries have taken widely divergent paths in the transition from Soviet central planning to more market-based economies. The book ends in 2005 with the bloodless Kyrgyz revolution and the violence in Uzbekistan, which signaled the end of the region's political continuity. Throughout the book, Pomfret emphasizes the economic forces that foster political instability--from Kazakhstan's resource boom and Turkmenistan's lack of reform to Tajikistan's abject poverty.
With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations. With original empirical research and theoretical insight, the volume's contributors illuminate an obscure but resource-rich and strategically significant region.
A look at the challenges facing education in Central Asia. In this study, the author contests that understanding the challenges throughout the 15 former republics of the former Soviet Union is helpful in understanding the progress and setback in the Central Asian Republics.
It is easy for reformers and their overseas advisers to develop conceptually strong plans for health sector reform that appeal to governments, donors, and academics. Transforming these plans into successful action has proved to be extremely difficult. Toward the goal of improving assistance to this sector, the Economic Development Institute (EDI) of the World Bank held a seminar in Ashgabat, Turkmenistan in June 1996. This publication provides a summary of the proceedings and papers presented at that seminar. It was attended by delegations from five countries in Central Asia and from Azerbaijan and Mongolia. The content of this volume emphasizes topics central to the restructuring of health sector financing and health care delivery systems at a time of transition to market economies and to democracy. Maintaining and improving the health status of the population while preventing rapid escalation of health care expenditure were the recurrent themes throughout the seminar.
In Visions of Development in Central Asia: Revitalizing the Culture Concept, Noor O’Neill Borbieva reflects on anthropology’s withdrawal from discussions about culture and the parallel rise of the intellectually and politically problematic discourse of “culture matters thinking,” or CMT. CMT asserts that cultures are homogeneous and that the dominant values of its culture determine a state’s socioeconomic and political trajectories. Drawing on practice theory, ecological psychology, complexity science, and poststructuralism, Borbieva urges anthropologists to revisit debates about culture in order to counteract the influence of simplistic formulations such as CMT. Through an examination of ethnographic material from Kyrgyzstan, gathered during the years she worked as a Peace Corps Volunteer and as an anthropologist, Borbieva examines how debates about culture shaped the development sector’s agenda in Central Asia. She argues that mainstream discussions of culture not only misunderstand the cultural basis of human diversity but also threaten that diversity by promoting a one-size-fits-all vision of well-being. Borbieva suggests an alternative vision, one that recognizes the profound complexity of human sociality and embraces the many forms of human thriving that grow out of our cultural differences.
The crisis threatens the welfare of about 160 million people in the Europe and Central Asia (ECA) region who are poor or are just above the poverty line. Using pre-crisis household data along with aggregate macroeconomic outturns to simulate the impact of the crisis on households transmitted via credit market shocks, price shocks, and income shocks this report finds that adverse effects are widespread and that poor and non-poor households alike are vulnerable. By 2010, for the region as a whole, some 11 million more people will likely be in poverty and over 23 million more people will find themselves just above the poverty line because of the crisis. The aggregate results mask the heterogeneity of impact within countries, including the concentration of the poverty impact in selected economic sectors. Meanwhile, stress tests on household indebtedness in selected countries suggest that ongoing macroeconomic shocks will expand the pool of households unable to service their debt, many of them from among the ranks of relatively richer households. In fact, already there are rising household loan delinquency rates. Finally, there is evidence that the food and fuel crisis is not over and a new round of price increases, via currency adjustments, will have substantial effects on net consumers. Lessons from last year s food crisis suggest that the poor are the worst hit, as many of the poor in Albania, Kyrgyz Republic, and Tajikistan, for example, are net food consumers, with limited access to agricultural assets and inputs. The resilience of households to macroeconomic shocks ultimately depends upon the economy's institutional readiness, the flexibility of the economic policy regime, and the ability of the population to adjust. However, compared with previous crises, the scope for households to engage in their traditional coping strategies may be more limited. Fiscal policy responses in the short-term are also constrained by rapidly falling revenues. Governments in ECA have to make difficult choices over what spending items to protect and what items to cut, social protection programs to reform and scale-up, and new interventions to mitigate the impact of the crisis.
