The General Services Administration (GSA), U.S. Postal Service (USPS), and the Departments of Veterans Affairs (VA) and Interior (Interior) hold the most domestic, nonmilitary property. Additionally, the Department of Homeland Security (DHS) is responsible for the protection of GSA facilities. DHS chairs the Interagency Security Committee (ISC), which is tasked with coordinating federal agencies' facility protection efforts. The need to better protect federal facilities, as well as federal budget constraints, have prompted the need for these agencies to measure the performance of their facility protection efforts. GAO's objectives were (1) to identify examples of performance measures for facility protection being used by selected organizations outside of the federal government; and (2) to determine the status of U.S. federal agencies' efforts to develop and use performance measures as a part of their facility protection programs.
