Transportation infrastructure was not keeping pace with the tremendous growth occurring in the Antelope Valley, Apple Valley, and Victor Valley areas of the High Desert. In developing this RSTIS, a number of alternative transportation mode solutions to the mobility problem were considered. This multi-modal approach was intended to provide decision-makers with a broad spectrum of transportation options to address the problem and needs of the corridor. The following agencies participated in the partnership: Caltrans Districts 7 and 8, Federal Highway Administration (FHWA), Southern California Association of Governments (SCAG), San Bernardino Associated Governments (SANBAG), and various county and city agencies.

The California Department of Transportation (Caltrans) Districts 7 and 8 have established a partnership with local, county, regional and federal agency stakeholders to identify the proposed transportation improvements in the northern part of the Los Angeles and San Bernardino Counties, also known as the High Desert. The participating agencies include the San Bernardino Associated Governments (SANDBAG), the Southern California Association of Governments (SCAG), the Federal Highway Administration (FHWA), the Los Angeles County Metroppolitan Transportation Authority (LACMTA), the counties of Los Angeles and San Bernardino, the cities of Palmdale, Lancaster, Adelanto, Hesperia, Victorville and the town of Apple Valley.
