Smaller airports are economic and social enablers. They facilitate vital national and international connections for people and businesses in the UK. The Committee found that Air Passenger Duty (APD) is the principal threat to the smaller airports sector. APD cannot be amended to support people, businesses and regional economies because of the operation of European competition law, while proposals to devolve it to the regions would serve only to spread a patchwork of market distortions across the UK. It was disappointing that the concerns the Committee raised about APD in their First Report of Session 2013-14 on Aviation strategy were ignored by the Treasury. The Committee urges Transport Ministers to pursue those recommendations and the important concerns raised by smaller airports with the Treasury. The Airports Commission will publish its final report on expanding hub airport capacity in the south-east shortly after the general election. The whole country will only be able to share the economic benefits if airlines secure slots to provide services to UK airports outside London. The DfT needs to assess how new slots might be allocated and whether slots could be ring-fenced for domestic services

Good surface access to airports is crucial. Where it works well, it can have significant positive impacts, both economically and environmentally. Limited or poor surface access can constrain growth, adversely affect the passenger experience, and force passengers, employees and freight operators to choose modes of travel to and from airports that exacerbate environmental problems and congestion. In the last Parliament, the Transport Committee recommended that the Government should develop a coherent strategy to improve road and rail access to the UK's major airports, and stressed the need for greater connectivity between airports outside South East England. Our inquiry shows that Government has made little headway with this agenda. The absence of a decision on airport expansion in the South East is a major obstruction to progress, and without a master plan for the country, the regions cannot be expected to deliver effectively their own pieces of the jigsaw. Government must take a clear lead on integrated transport planning which will benefit airports and the country as a whole. The Government is working on a draft National Policy Statement on airports. While, for the Government, this is driven primarily by the need to deal with airport expansion in South East England, the NPS must help to clarify how planning decisions will be made in relation to surface access improvements. Decisions about new transport infrastructure need to be taken far enough in advance that their implications can be taken into account in local development plans. Network Rail, Highways England and their counterparts across the rest of the UK should reflect these decisions in their long-term plans and funding commitments.

The Joint Committee on Human Rights accepts the need for a counter-terrorism power to stop, question and search travellers at ports and airports without reasonable suspicion, but calls for a reasonable suspicion threshold to be introduced for the more intrusive powers such as detention, searching and copying the contents of personal electronic devices like mobile phones and laptops, and taking biometric samples. The Committee welcomes the improvements made to the powers in Schedule 7 of the Terrorism Act 2000 to stop, question, search and detain at ports, but still considers that a number of significant human rights compatibility concerns remain with those powers even after the changes have been made. The Committee recommends a number of other amendments to the Bill with regards to preventive measures against anti-social behaviour. Whilst cautiously welcoming the Bill's provision to criminalise forced marriage, the Committee believes the new law must be implemented and monitored carefully to ensure that it is not counter-productive for victims. The Committee also recommends additional measures to protect against the potential for prolonged retention of DNA and other personal samples in criminal investigations.
