Prior to the 1980s and the passage of environmental legislation regulating the generation, storage, and disposal of hazardous waste, Department of Defense (DOD) activities and industrial facilities contaminated millions of acres of soil and water on and near DOD sites in the United States and its territories. DOD installations generate hazardous wastes primarily through industrial operations to repair and maintain military equipment.
